ARTICLE XLIII

O-2 Office/Nonmanufacturing District

§ 230-291 Intent.

The O-2 Office/Nonmanufacturing District is hereby established to permit and encourage office and nonmanufacturing development that is compatible with the redevelopment of the former Naval Air Station-Joint Reserve Base Willow Grove ("Base"). The district is intended to promote high-quality development in a campus-like setting, consistent with the goals of the Township's Comprehensive Plan and implement the goals and recommendations of the Final Preferred Land Use plan, adopted by the Horsham Land Redevelopment Authority on March 21, 2012, while promoting community focused non-residential uses, recreational or passive open space, and a variety of residential uses with varying densities.

§ 230-292 Use regulations.

A building or group of buildings may be erected or used, and a lot may be used or occupied for any of the following purposes, and no other:
A. 
Scientific or industrial research, engineering, testing or experimental laboratory, or similar establishment for research, training or product development, provided there is no commercial production of any commodity or substance.
B. 
Office and administration buildings.
C. 
Conference hotel, provided that the following provisions are met:
(1) 
Conference hotels shall have a minimum of 250 guest rooms.
(2) 
Conference hotels shall provide a full-service restaurant serving breakfast, lunch and dinner in a seating area with waitstaff service.
(3) 
The layout of conference hotels shall be designed to facilitate access to nearby public gathering areas, trails, and public recreational facilities.
(4) 
Conference hotels shall provide an event space with a minimum banquet capacity of 500 people.
(5) 
Conference hotels shall offer a dedicated outdoor patio or seating areas for the outdoor enjoyment of the hotel guests.
(6) 
Conference hotels shall not provide kitchen or cooking facilities in guest rooms, but microwaves, coffee makers, and small refrigerators (not exceeding 3.5 cubic feet) may be provided.
D. 
Accessory use on the same lot with and customarily incidental to any of the above permitted uses and not detrimental to the district, which may include:
(1) 
Storage within a completely enclosed building in conjunction with permitted use;
(2) 
A cafeteria or other service facility located within the building and operated for the exclusive use of occupants of the building;
(3) 
A recreational area for occupants.
E. 
Day-care center when authorized by special exception by the Zoning Hearing Board.
F. 
Retirement/care campus. Any of the following uses shall be permitted as part of a planned campus development, provided the more restrictive building and coverage requirements as set forth in § 230-293.B(1) shall apply:
(1) 
All uses as set forth in Subsections A through D hereinabove;
(2) 
Church, chapel, synagogue or other place of worship;
(3) 
Public or private day school;
(4) 
Day-care facilities for senior citizens;
(5) 
Day-care facilities for children of employees of retirement/care campus facility;
(6) 
Nursing care facilities, assisted living and retirement community. For the purposes of this district, assisted living shall be limited to the housing and care of frail senior citizens age 62 or older. Retirement community shall be an age-restricted development, which may be in any housing form, and shall comply with the restrictions and regulations for age-restricted housing of the Federal Fair Housing Act.
(a) 
Municipal building.
(b) 
Museum.
(c) 
Municipal park or recreation area owned and operated by a governmental or quasi-governmental agency.
(d) 
Utility line, or any necessary governmental or public utility use.
(e) 
Public school.
(f) 
Permanent supportive housing.
(g) 
Accessory use on the same lot with and customarily incidental to the above permitted principal uses.

§ 230-293 Dimensional standards.

A. 
Lot area and width. Every lot on which a building or combination of buildings is hereafter erected or used shall have a lot area of not less than 10 acres and a lot width of not less than 500 feet at the building line.
B. 
Building and lot coverage.
(1) 
Generally. No more than 40% of the developable area of any lot may be occupied by buildings, and a total of not more than 65% of the developable area of any lot may be occupied by buildings, parking areas, unloading areas, and access roads.
(2) 
For retirement/care campus uses as authorized in § 230-292E. No more than 15% of the developable area of any lot may be occupied by buildings, and a total of not more than 30% of the developable area of any lot may be occupied by buildings, parking areas, unloading areas, and access roads.
C. 
Building placement. No building shall be located less than 150 feet from a street right-of-way line, nor less than 100 feet from a side or rear property line. No parking, loading, or service area shall be located less than 75 feet from a street right-of-way or other property line. The minimum front yard may be reduced by a maximum of 50 feet if no vehicular parking is provided in front of buildings or if the property does not abut a residential district.
