The purpose of this chapter is to establish general rules for the administration of this title.

The planning department may delegate any responsibility or authority charged to the department by any chapter of this title to any employee of the City of Huron planning department, any employee of any department of the City of Huron, a committee of employees of the City of Huron, or the planning commission. Any employee or employees so designated may act on behalf of the planning department in a matter or proceeding specified in this title.

The city council by resolution may establish a reasonable fee for processing any application specified in this title, provided the fee does not exceed the estimated actual cost of processing such application. The city council shall adopt and may periodically revise a schedule of fees for processing such applications.
