CHAPTER 186

EXTERIOR LIGHTING

186.01 GENERAL PROVISIONS

  • 1.
     Lighting shall be designed to provide uniform lighting throughout a site.
  • 2.
    Lighting shall not negatively impact adjacent properties nor create a hazard for vehicular or pedestrian traffic.
  • 3.
    The maximum average illumination value adopted by the City for hard surface areas is 1.5 times the Illumination Engineering Society (IES) guideline.
  • 4.
    The uniformity ratio (average:minimum) may not exceed 6:1 for hard surface areas.
  • 5.
    The ratio of maximum:minimum may not exceed 20:1.
  • 6.
    Lamps (bulbs) shall not exceed a maximum Correlated Color Temperature (CCT) of 3,000 Kelvin as listed on the packaging. Recreational lighting may have a CCT of up to 5,700 Kelvin.
  • 7.
    The trespass light level at the property line shall not exceed the standard for the proposed activity level on adjacent property.
  • 8.
    Tilting of fixtures is prohibited.
  • 9.
    Use of floodlights is prohibited except for architectural emphasis.
  • 10.
    Cut-off fixtures must shield the light source at an angle of 90-degrees from vertical (no light spill above this angle) for any light source greater than 2,000 lumens (150 watts).
  • 11.
    Illumination under a canopy may be up to 25 foot candles.
  • Effective on: 5/1/2023

    186.02 EXCEPTIONS

  • 1.
    The uses below shall be exempt from the provisions of this Chapter:
    1. A.
      Publicly controlled or maintained street lighting and warning, emergency, or traffic signals
    2. B.
      Lighting required by federal, state, county, or city ordinances and regulations
    3. C.
      Lighting for public monuments, statues, flagpoles, or other similar elements, provided that any spotlight used for this purpose is shielded from adjacent properties
    4. D.
      Lighting specified or identified in a specific use permit
    5. E.
      Temporary outdoor lighting used for civic events, performance areas, outdoor events, and construction sites
    6. F.
      Lighting for public outdoor recreation uses
    7. G.
      Neon signs, theater marquee lights, or decorative lighting that otherwise meets all of the requirements of this Ordinance
    8. H.
      Seasonal lighting and related holiday decorations
    9. I.
      Solar landscape lights
    10. J.
      Underwater lighting in swimming pools and other water features
  • Effective on: 5/1/2023

    186.03 LIGHTING PLAN

  • 1.
    A lighting plan shall be submitted with all site plan review requests.
  • 2.
    A lighting plan shall not be required for the construction of individual single-unit or two-unit residential dwellings.
  • 3.
    Lighting plans shall contain the following information:
    1. A.
      10-foot grid illustrating the proposed illumination at ground level for all exterior fixtures.
    2. B.
      Manufacturers’ information sheets for each of the proposed lighting materials.
