No building or structure which has been wholly or partially erected on any premises located either within or outside of this City shall be moved to and be placed upon any other premises in this City until a permit for such removal shall have been secured. Any such building or structure shall fully conform to all provisions of this chapter in the same manner as a new building or structure.

Before a permit may be issued for moving a building or structure, the Building Inspector shall inspect same and determine if it is in a safe condition to be moved, whether it may be conditioned to comply with the Building Code and other City requirements for the use and occupancy for which it is to be used, and whether it will be of similar character with the buildings in the area where it is to be moved. In addition, the person applying for the permit for moving a building or structure shall provide the Building Inspector at the time of making application with an insurance binder indicating a minimum of $1,000,000 per person and $2,000,000 per incident liability insurance coverage or a performance bond in the said amounts. If these conditions can be complied with, a permit shall be issued for the moving of the building or structure.
