BUILDING PERMIT REQUIRED. No person shall commence excavation for or construction of any building or structure, or structural changes in any existing building or structure without first obtaining a building permit from the Building Inspector. No permit shall be issued for the construction, alteration or remodeling of any building or structure until application has been submitted in accordance with this chapter, showing that the construction proposed is in compliance with this chapter and other regulations of the City.

ADMINISTRATIVE OFFICIALS DESIGNATED. Except as otherwise provided in this chapter , the Building Inspector shall administer and enforce the provisions hereof, including the receiving of applications, the inspection of premises and the issuing of building permits. In cases of violation of the provisions of this chapter, the Inspector shall notify the City Attorney who shall issue warrants or such other legal proceedings as are necessary.
