CHAPTER 5

A-1 AGRICULTURAL DISTRICT

9-5-1: INTENT:

The A-1 Agricultural District is intended and designed to provide for certain agricultural and undeveloped areas of the City now utilized primarily for agricultural purposes and to prevent the establishment of scattered small lot subdivisions which force uneconomical extension of urban services into areas more appropriately suited for nonurban development at the present time. 9-5-2: PRINCIPAL PERMITTED USES:

Only the uses of structures or land listed in this Chapter shall be permitted in the A-1 Agricultural District.
Agricultural and usual agricultural buildings and structures; but not including commercial livestock feed lots, poultry farms, grain storage and drying facilities.
Bed and breakfast inn.
Cemeteries, including mausoleums.
Churches, chapels and other places of worship.
Customary home occupations.
Electrical and liquefied product transmission and regulation facilities.
Kennels.
Nurseries, greenhouses and truck farms.
One-family dwellings.
Private noncommercial recreation areas and centers including country clubs, swimming pools, golf courses, and riding stables.
Public and private schools, elementary and secondary and other educational institutions.
Public water supply and sewage treatment facilities.
Publicly-owned parks, playgrounds, golf courses excluding miniature golf courses and independent driving ranges and recreation areas.
Roadside stands for the sale of products grown on the premises. (1983 Code § 11-1-10B)

9-5-3: SPECIAL USES AND DEVELOPMENT PERMITS:

Special uses and development permits shall be issued under Chapter 10 of this Title.
   A.   Airports and landing fields.
   B.   Golf courses that are illuminated and independent driving ranges, miniature golf courses are excluded.
   C.   Mineral extraction subject to City, State and Federal regulations and approval.
   D.   Retreats.
   E.   Local public utility facilities; provided, that any installation, other than poles and towers and equipment attached to the poles and towers, shall be:
      1.   Adequately screened with landscaping, fencing or walls or any combination thereof; or
      2.   Placed underground; or
      3.   Enclosed in a structure in such a manner so as to blend with and complement the character of the surrounding area. (1983 Code § 11-1-10C)
All plans for screening these facilities shall be submitted to the board for review. No building permit or installation permit shall be issued until these plans have been approved by the board.
   F.   Commercial and private camping areas. Campgrounds shall meet the following criteria:
      1.   Minimum Size: Each campground established after the effective date of this subsection F. shall have a minimum size of 4.5 acres.
      2.   Setbacks: All campgrounds shall maintain a fifty-foot (50') front yard setback and a twenty-five foot (25') buffer yard from all other property lines.
      3.   Water, Trash And Sewage Disposal: Each campground must maintain water supply, trash and sewage disposal, and water and toilet facilities in compliance with all City ordinances.
      4.   Site Plan Review: Campgrounds shall be subject to site plan review procedures. (1983 Code § 11-1-10C; amd. Ord. 05-06, 6-6-2005; Ord. 17-07, 12-18-2017; Ord. 20-13, 9-21-2020)

9-5-4: PERMITTED ACCESSORY USES:

   A.   Uses of land and structures customarily incidental and subordinate to one of the above principal uses, unless otherwise prohibited.
   B.   Temporary buildings for uses incidental to construction work, which buildings shall be removed upon completion or abandonment of the construction work.
   C.   Private swimming pools when enclosed with a nonclimbable fence with a minimum height of six feet (6'). Said fence height may be reduced to four feet (4') in height if pool is an integral part of a raised deck at least four feet (4') in height. (1983 Code § 11-1-10D)

   E.   Parabolic dish antennas as allowed by this title. (1983 Code § 11-1-10D)

9-5-5: BULK REGULATIONS:

Perimeter Foundation:
 
All footings shall be in compliance with the building code in effect as adopted by the city council.

Off Street Parking/Loading:
 
Spaces for off street parking and loading shall be provided in accordance with the provisions of chapter 9 of this title for all permitted nonagricultural uses.
K.
Site Plan:
 
Site plans shall be required in accordance with the provisions of chapter 11 of this title for all uses permitted in this district except agricultural uses and nonfarm one- family dwellings.
