CHAPTER 11

24 SPECIAL PURPOSE ZONES-O-S OPEN SPACE ZONE

§ 11.24.010 Intent and purpose.

Zone O-S is established to provide adequate recreational and open space opportunities for the needs of the population; to preserve and protect natural resources, including those areas necessary for the managed production of resources; and to prevent incompatible development of areas that should be preserved or regulated for scenic, historic, conservation or public health and safety purposes. Provisions of this zone also provide for limited recreational development of land and necessary public facilities.

§ 11.24.020 Permitted uses.

Land in zone O-S may be used for the following, provided that such usage is essentially unimproved:
A. 
Outdoor recreation including, but not limited to, parks and other areas of active recreational usage, trails and other suitable corridors; and areas for the preservation of outstanding scenic, geologic, historic and cultural value;
B. 
The preservation of natural resources including, but not limited to, areas required for the preservation of plant and animal life;
C. 
The managed production of resources including, but not limited to, forest lands, rangeland, agricultural lands, mineral deposits and areas of economic importance for the production of food or fiber;
D. 
The regulation of areas for public health and safety including, but not limited to, areas which require special management or regulation because of hazardous or special conditions;
E. 
The conservation of water supply lands including, but not limited to, watershed and groundwater recharge areas.

§ 11.24.030 Uses subject to director's review and approval.

If site plans thereunder are first submitted to and approved by the director pursuant to the following findings:
A. 
That such site plans comply with the provisions of this code; and
B. 
That the facilities are clearly accessory and subordinate to, will not alter the nature of, and are limited to these facilities necessary for public utilization of the open space land; the open space land may be used for the following uses:
1. 
The following accessory buildings and structures:
a. 
Comfort stations,
b. 
Maintenance buildings, not to exceed 400 square feet,
c. 
Residence, caretaker, for use by a caretaker or supervisor and his or her immediate family where continuous supervision is required.
C. 
Access to property lawfully used for a purpose not permitted in zone O-S, provided no other practical access to such property is available, and such access will not alter the character of the premises in respect to permitted uses in zone O-S.

§ 11.24.040 Uses subject to permits.

Premises in zone O-S may be used for:
The following uses, provided a conditional use permit has first been obtained as provided in Chapter 11.43, and while such permit is in full force and effect in conformity with the conditions of such permit for:
Additional facilities as long as such facilities are clearly secondary and subordinate to, will not alter the nature of, and are limited to those facilities necessary for public utilization of the open space land.
