For all permit applications and other proposals requiring a decision by the hearing examiner, the city planning official shall prepare a staff report on the proposed development or action summarizing the comments and recommendations of the city departments, agencies with jurisdiction and the general public, incorporate all other pertinent information, comments and correspondence related to the application, and evaluate the proposal's consistency with the city's plans, policies, and regulations. The staff report shall include the staff findings, conclusions, and recommendations.
