Violation of or failure to comply with any of the provisions of this title shall be subject to a civil penalty as set forth in Chapter 1.14. When violations are of a continuing nature, the penalty shall increase each day of the violation as set forth in Section 1.14.050(E).

The use of property contrary to the requirements of this title or any permission or approval granted under this title shall constitute a public nuisance. The city reserves and may exercise its authority to abate public nuisances and may pursue any civil remedy, at law or equity, to eliminate any public nuisance and restore any property to its lawful use.
