CHAPTER 17
68 BUFFER, OPEN SPACE AND INSTITUTIONAL ZONES
§ 17.68.010 B-1 buffer strip regulations.
A person shall not use any premises in zone B-1 for any purpose other than the following:
B.
Landscaping;
C.
Motor vehicle parking;
D.
Employees' recreational area without structures;
E.
Access to any property between which and a highway the area in zone B-1 is located;
F.
Railroad spur tracks: this subsection does not permit the storage of railroad motive power equipment or rolling stock in zone B-1;
G.
An ornamental type fence not over eight feet in height such as woven wire, welded wire, chain link, or wrought iron.

§ 17.68.020 B-2 corner buffer regulations.
A person shall not use any premises in zone B-2 for any purpose other than the following:
A.
Any use permitted in zone B-1;
B.
Any lot or parcel of land in zone B-2 between a highway and property developed to uses permitted in zone C-4 may be used for uses permitted in, and subject to all of the conditions of, zone C-4.

§ 17.68.030 O open space zones.
Property in zone O shall be exclusively used for open space or recreational uses and their necessary facilities, including:
A.
Public or private parks or playgrounds.
B.
Public or private golf course, swimming pool, tennis or racquetball courts.
C.
Public or private roller hockey facilities shall be permitted in zone O and subject to the following restrictions, provisions and standards:
1.
Special Use Permit Required. No roller hockey rink shall be established, operated or maintained within the city unless and until, a special use permit approving such use has been obtained.
2.
Development Standards. The following are minimum standards and restrictions to be imposed upon roller hockey facilities:
a.
Lot size: the minimum land area shall be one acre.
b.
Distance from residential: the minimum distance from a roller hockey facility shall be not less than two hundred feet from the edge of such rink to any property line zoned residential.
c.
Parking: on-site shall be subject to Section 17.72.170 of the Lawndale Municipal Code. Applicants shall provide a parking study prepared by a licensed traffic engineer.
d.
Lighting: all exterior lighting shall be directed away from neighboring properties. Applicants must submit a detailed lighting plan and a lighting study prepared by a licensed engineer.
e.
Vehicle access: roller hockey rinks must be accessible from a major highway or secondary highway. Secondary accesses may be provided from collector streets or local streets. Applicants must submit a detailed traffic circulation study prepared by a licensed traffic engineer.
f.
Noise: applicants shall include noise attenuation measures as part of proposed projects. Applicants shall submit a noise study prepared by an acoustical company.
g.
Landscaping: landscaping shall be provided at a minimum of five percent gross lot area, plus a minimum of two percent of parking/access areas.
h.
Setbacks: where the property abuts a public right-of-way a minimum five foot setback shall be observed; such setback shall be landscaped.
i.
Signage: all signs shall conform to a sign program approved by the planning commission. The area of all signs shall not exceed two square feet of signage for each linear foot of street frontage.
j.
Security: security shall be provided for, subject to approval of the planning commission.
k.
Additional conditions: the planning commission may, at their discretion, impose additional conditions of approval to ensure the public health, safety and general welfare.
l.
Modification: that the planning commission may modify such development standard identified in Section 17.68.030 (C)(2)(b), if the planning commission determines that such modification is intended to promote the general health, safety, and welfare of the public. The planning commission shall adopt findings supporting any modification to such development standard.
3.
Incidental Uses.
a.
Incidental or auxiliary uses, including, but not limited to, snack shacks, equipment shops, restrooms, locker rooms, trainers facility, etc. may be permitted subject to approval of the planning commission.
4.
Abandoned facilities. A special use permit issued for a roller hockey facility which has been vacant and/or not operated for a period of sixty consecutive days shall be null and void. The facility shall not be reopened until a new special use permit has been obtained.

§ 17.68.040 I institutional zones.
Property in zone I shall be exclusively used for public educational or governmental uses and their necessary related facilities, including:
A.
Public preschools;
B.
Public elementary schools;
C.
Public secondary schools;
D.
Public schools of higher learning, including junior colleges;
E.
Public trade schools, technical schools and similar places of job training;
F.
Facilities necessary for federal, state or city governmental operations;
G.
Public or private roller hockey facilities subject to Section 17.68.030C of the Lawndale Municipal Code; and

§ 17.68.050 IA institutional zone at the Billy Mitchell School site.
Property in zone IA includes all the property owned by the Lawndale School District that is commonly referred to and known as the "Billy Mitchell School" located at 14429 Condon Avenue. The property in zone IA shall be used for:
A.
Any use permitted in zone O, subject to all of the restrictions of that zone;
B.
Any use permitted in zone I, subject to all of the restrictions of that zone;
C.
In the event that the Lawndale Elementary School District, or any future school district with jurisdiction over the school known as Billy Mitchell School, chooses to surplus and/or dispose of and/or vacate the use and no longer utilize the school facility as a school use or any other use that is permitted in zone IA subsections A and B, and in the further event the Lawndale School District, or any future school district with jurisdiction over the school known as Billy Mitchell School, has notified the city, in writing, of its intention to surplus or otherwise dispose of this school site, and in the further event the city elects not to exercise its right under law to acquire all or a portion of the same, then the uses in subsection D of this section are permitted on any portion of this school site not acquired by the city, subject to all the regulations and guidelines as prescribed by the identified zones and in those areas as prescribed by subsection D of this section;
D.
For the westerly portion, approximately half the area of the school known as Billy Mitchell School, any use permitted in the C-3 CPD zone, subject to all of the restrictions of that zone, and in no event shall commercial uses directly access or front Condon Avenue. For the easterly portion, approximately half the area of the school known as Billy Mitchell School any use permitted in the R-2 RPD zone, subject to all of the restrictions of that zone.

§ 17.68.060 IB institutional zone at the Lucile Smith School site.
Property in zone IB includes all the property owned by the Lawndale School District that is commonly referred to and known as the "Smith School" located at 14609 Grevillea Avenue. The property in zone IB shall be used for:
A.
Any use permitted in zone O, subject to all of the restrictions of that zone;
B.
Any use permitted in zone I, subject to all of the restrictions of that zone;
C.
In the event that the Lawndale Elementary School District, or any future school district with jurisdiction over the school known as Smith School, chooses to surplus and/or dispose of and/or vacate the use and no longer utilize the school facility as a school use or any other use that is permitted in zone IB subsections A and B, and in the further event the Lawndale School District, or any future school district with jurisdiction over the school known as Smith School, has notified the city, in writing, of its intention to surplus or otherwise dispose of this school site, and in the further event the city elects not to exercise its right under law to acquire all or a portion of the same, then the uses in subsection D of this section are permitted on any portion of this school site not acquired by the city, subject to all the regulations and guidelines as prescribed by the identified zones and in those areas as prescribed by subsection D of this section;
D.
For the entire area of the school known as Smith School, any use permitted in the R-1 CCA zone, subject to all of the restrictions of that zone.

§ 17.68.070 IC institutional zone at the Betsy Ross School site, the Will Rogers/William Anderson School site, and the William Green School site.
Property in zone IC includes all the property owned by the Lawndale School District that is commonly referred to and known as the "Betsy Ross School" located at 16315 Grevillea Avenue, the "Rogers/Anderson Schools" located at 4110 W. 154th Street and 4130 W. 154th Street respectively, and the "William Green School" located at 4520 W. 168th Street. The property in zone IC shall be used for:
A.
Any use permitted in zone O, subject to all of the restrictions of that zone;
B.
Any use permitted in zone I, subject to all of the restrictions of that zone;
C.
In the event that the Lawndale Elementary School District, or any future school district with jurisdiction over the schools known as Betsy Ross School, Rogers/Anderson Schools, and William Green School chooses to surplus and/or dispose of and/or vacate the use and no longer utilize these school facilities as a school use or any other use that is permitted in zone IC subsections A and B, and in the further event the Lawndale School District, or any future school district with jurisdiction over the schools known as Betsy Ross School, Rogers/Anderson Schools, and William Green School has notified the city, in writing, of its intention to surplus or otherwise dispose of this school site, and in the further event the city elects not to exercise its right under law to acquire all or a portion of the same, then the uses in subsection D of this section are permitted on any portion of this school site not acquired by the city, subject to all the regulations and guidelines as prescribed by the identified zones and in those areas as prescribed by subsection D of this section;
D.
For the entire area of each of the schools known as Betsy Ross School, Rogers/Anderson Schools, and William Green School any use permitted in the R-2 RPD zone, subject to all of the restrictions of that zone.

§ 17.68.080 ID institutional zone at the Jane Addams School site.
Property in zone ID includes all the property owned by the Lawndale School District that is commonly referred to and known as the "Jane Addams School" located at 4535 W. 153rd Place. The property in zone ID shall be used for:
A.
Any use permitted in zone O, subject to all of the restrictions of that zone;
B.
Any use permitted in zone I, subject to all of the restrictions of that zone;
C.
In the event that the Lawndale Elementary School District, or any future school district with jurisdiction over the school known as Jane Addams School, chooses to surplus and/or dispose of and/or vacate the use and no longer utilize the school facility as a school use or any other use that is permitted in zone ID subsections A and B, and in the further event the Lawndale School District, or any future school district with jurisdiction over the school known as Jane Addams School, has notified the city, in writing, of its intention to surplus or otherwise dispose of this school site, and in the further event the city elects not to exercise its right under law to acquire all or a portion of the same, then the uses in subsection D of this section are permitted on any portion of this school site not acquired by the city, subject to all the regulations and guidelines as prescribed by the identified zones and in those areas as prescribed by subsection D of this section;
D.
For the northern portion, approximately one-third the area of the school known as Jane Addams School, any use permitted in the C-3 CPD zone, subject to all of the restrictions of that zone and provided the majority of the access to this commercial area must be taken from Marine Avenue. For the southerly portion, approximately two-thirds of the area of the school known as Jane Addams School, any use permitted in the R-2 RPD zone, subject to all of the restrictions of that zone.

§ 17.68.090 IE institutional zone at the Lawndale School District Offices site and the Leuzinger High School site.
Property in zone IE includes all the property owned by the Lawndale School District that is commonly referred to and known as the "Lawndale School District Offices" located at 4161 W. 147th Street, and all the property owned by the Centinela Valley School District that is commonly referred to and known as the "Leuzinger High School" located at 4118 Rosecrans Avenue. The property in zone IE shall be used for:
A.
Any use permitted in zone O, subject to all of the restrictions of that zone;
B.
Any use permitted in zone I, subject to all of the restrictions of that zone;
C.
In the event that the Lawndale Elementary School District, or any future school district with jurisdiction over the school district offices known as the Lawndale Elementary School District Offices, chooses to surplus and/or dispose of and/or vacate the use and no longer utilize the school district office facility as it is currently utilized or with any other use that is permitted in zone IE subsections A and B, and in the further event the Lawndale School District, or any future school district with jurisdiction over the school district offices known as the Lawndale School District Offices, has notified the city, in writing, of its intention to surplus or otherwise dispose of the school district offices, and in the further event the city elects not to exercise its right under law to acquire all or a portion of the same, then the uses in subsection D of this section are permitted on any portion of this school site not acquired by the city, subject to all the regulations and guidelines as prescribed by the identified zones and in those areas as prescribed by subsection D of this section;
D.
For the entire area known as the Lawndale School District Offices any use permitted in the R-3 RPD, subject to all of the restrictions of that zone;
E.
In the event that the Centinela Valley School District, or any future school district with jurisdiction over the school known as Leuzinger High School, chooses to surplus and/or dispose of and/or vacate the use and no longer utilize the school facility as a school use or any other use that is permitted in zone IE subsections A and B, and in the further event the Centinela Valley School District, or any future school district with jurisdiction over the school known as Leuzinger High School, has notified the city, in writing, of its intention to surplus or otherwise dispose of this school site, and in the further event the city elects not to exercise its right under law to acquire all or a portion of the same, then the uses in subsection F of this section are permitted on any portion of this school site not acquired by the city, subject to all the regulations and guidelines as prescribed by the identified zones and in those areas as prescribed by subsection F of this section;
F.
For the northern portion, approximately one-third the area of the school known as Leuzinger High School any use permitted in the C-3 CPD zone, subject to all the restrictions of that zone, and provided the majority of the access to this commercial area must be taken from Rosecrans Avenue. For the southerly portion, approximately two-thirds of the area of the school known as Leuzinger High School any use permitted in the R-3 RPD zone, subject to all the restrictions of that zone.
