Central sewer systems may be provided only by an incorporated city or town, a special district or a municipal service district.

The system must be designed by an engineer licensed in the state. The system must be operated at or above minimum standards as established and monitored by the state. Any violation or repeated violations may result in a loss of certificate of occupancy, at the discretion of the board of county commissioners.
