Off-Street Parking and Loading
§ 65-96 Off-street parking requirements.
A.
Every parking space, outdoors or in a garage, shall be 9 1/2 feet wide by 18 feet in length, except as modified by § 65-99.1. The required parking area shall be measured exclusive of interior driveways or maneuvering areas.

B.
An off-street parking facility existing at the effective date of this chapter shall not subsequently be reduced to an amount less than required under this chapter for a similar new building or new use. An off-street parking facility provided to comply with the provisions of this chapter shall not subsequently be reduced below the requirements of this chapter.
C.
All parking areas and appurtenant passageways and driveways serving business uses shall be illuminated adequately during the hours between sunset and sunrise when the use is in operation. Adequate shielding shall be provided by business users to protect adjacent residential zones from the glare of such illumination and from that of automobile headlights.
D.
None of the off-street parking facilities that are required in this chapter shall be required for any existing building or use unless said building or use shall be enlarged, rebuilt, reconstructed, altered or remodeled, in which case such standards shall apply whenever possible and reasonable.
E.
When the computation of the number of required parking spaces results in a fraction, such fractions shall be resolved to the next highest whole number.
F.
Access aisles and driveways to parking areas shall be not less than eight feet in width in residential zones and not less than 12 feet in all other zones.
G.
Parking areas in residence districts. Any person desiring to establish a parking area in a residence district shall submit plans showing the location, size, shape, design, landscape, curb cuts and other features of the parking lot. The establishment and operation of a restricted parking area in such parts of any residence district that abut a business district is permitted where such areas extend continuously from such business district for a distance not to exceed 150 feet. All such parking areas in all residence districts may then be authorized subject to the following conditions:
(1)
All parking areas shall be landscaped and screened, surfaced and drained.
(2)
No parking areas shall extend into any required front yard except for access driveways.
(3)
Such parking areas shall be used solely for the parking of passenger automobiles, and no commercial repair work or service of any kind shall be conducted on such parking lot. No sign, other than entrance, exit and condition of use signs, shall be maintained.
(4)
Each entrance to and exit from such parking lot shall have a buffer strip at least 20 feet distant from any adjacent property located in any residential district or at least five feet distant when screening is provided as required by this chapter.
H.
Not more than two curb cuts of not less than 20 feet nor more than 30 feet in width used as a means of ingress or egress for nonresidential off-street parking areas shall be submitted for each 200 feet of frontage on a public street, nor shall any such curb cut be located closer than 50 feet to the intersection of two public streets.
I.
Off-street parking areas shall be effectively screened on any side which adjoins or faces premises situated in any residential zone.
J.
All residential driveways shall be constructed in accordance with the standards contained within the Burlington County Land Development Review Resolution, 1989 Revision (as amended and supplemented). Specifically, residential driveways which intersect roadways that contain no curbs or sidewalks shall provide a bituminous concrete or a reinforced concrete apron consistent with Figure 53, Residential Paved Driveway Detail, of said Burlington County Land Development Review Resolution. Residential driveways which intersect roadways that contain curb and sidewalk shall provide a reinforced concrete apron consistent with Figure 56, Concrete Apron Detail, of said Burlington County Land Development Review Resolution. In either case, if the gutter slope is less than 0.5%, a concrete swale shall be constructed which is consistent with Figure 57, Concrete Swale Detail, of said Burlington County Land Development Review Resolution. A copy of said resolution is on file with the Township Clerk and Consolidated Land Use Board of Mansfield Township Secretary and is incorporated herein and made a part of this chapter by reference.

§ 65-97 Required parking spaces.
Subject to the general requirements for off-street parking, off-street parking space, with proper access from a street, alley or driveway, shall be provided in all districts in the amounts indicated below. Such parking space shall be provided on any lot on which a dwelling is hereafter erected or converted or, in the case of any other use, on or near the lot on which any main building is hereafter erected or converted. Nothing in this section shall be construed to prevent the collective provision of off-street parking facilities for two or more buildings or uses, provided that the total of such off-street parking facilities provided collectively shall be not less than the sum of other requirements for the various individual uses computed separately. In no case shall the number of parking spaces provided or the area devoted to parking be less than the minimum requirements of this section.

§ 65-98 Truck, bus, tractor-trailer and trailer parking.

Buses, tractor-trailers, trucks over ten-thousand-and-one-pound weight class and trailers must be parked on the property and not the street. Buses, tractor-trailers and trailers are restricted to parking in industrial districts and C-2 commercial districts, except those incidental to farming operations. Municipal vehicles are exempt from this regulation.
§ 65-99 Off-street loading.
A.
For every building, structure or part thereof having over 4,000 square feet of gross floor area erected and occupied for commerce, hospital, laundry, dry cleaning, places of public and quasi-public assembly, industry and other similar uses involved in the receipt and distribution by vehicles of materials or merchandise, there shall be provided and permanently maintained adequate space for standing, loading and unloading services in order to avoid undue interference with the public use of streets or alleys. Every building, structure or addition thereto having a use which complies with the above definition shall be provided with at least one loading space. One additional truck space of these dimensions shall be provided for every additional 20,000 square feet, or fraction thereof, of gross area in the building.
B.
Access to truck standing, loading and unloading space shall be provided directly from a public street or alley or from any right-of-way that will not interfere with public convenience and will permit orderly and safe movement of truck vehicles.
C.
Loading space as required under this section shall be provided in addition to off-street parking space and shall not be considered as supplying off-street parking space.
§ 65-99.1 Compact parking spaces.

A.
In any nonresidential district, up to 40% of the required parking spaces may be reduced in length to any dimension between 15 feet and 18 feet. The width of each space shall be 9 1/2 feet.
B.
Compact parking spaces must be in a continuous row without separation by standard-sized stalls. All such compact parking space rows shall be properly signed to read "Compact Cars Only."
