17.24 Parking

Requirements, Loading Space And Motor Vehicle Access

17.24.010 Off-Street Parking Required

There shall be provided at the time of erection of any main building or structure, or at the time any main building is enlarged or increased in capacity, minimum hard-surfaced off-street parking with adequate provisions for paved ingress and egress by standard sized automobiles as hereafter provided.

17.24.020 Size Of Parking Spaces

Each off-street parking space shall be at least nine feet by twenty (20) feet for diagonal or ninety (90) degree spaces, or eight feet by twenty-two (22) feet for parallel spaces exclusive of access drives or aisles. Access to parking spaces shall be from private roadways and not from public streets.

17.24.030 Parking Space For Dwellings

In all residential zones there shall be provided in a private garage or in an area properly located for a future garage, space for the parking of two automobiles for each dwelling unit in a new building, or each dwelling added in the case of the enlargement of an existing building.

17.24.040 Parking Space For Buildings Or Uses Other Than Dwellings

For a new building, or for any enlargement or increase in seating capacity, floor area or guest rooms of any existing main building, there shall be at least one permanently existing parking space as follows:

  1. Automobile or machinery sales and service garages. Two spaces plus one space for each four hundred (400) square foot floor area.
  2. Banks, post offices, business and professional offices. Two spaces plus one space for each two hundred (200) square foot floor area.
  3. Bowling alleys. Five for each alley.
  4. Churches. One for each six and one-half linear feet of pew or three and one-half seats in an auditorium provided, however, that where a church building is designed or intended to be used by two congregations at the same time one and one-half parking spaces shall be provided for each three and one-half seats in the auditorium. For a building designed or intended to be used for conferences or other special meetings involving more than the regular congregations, the necessary parking shall be determined by the planning commission.
  5. Dance halls and assembly halls without fixed seats, exhibition halls except church assembly rooms in conjunction with the auditorium. Three spaces for each one hundred (100) square feet of floor area used by assembly or dancing.
  6. Day care center for children. Four spaces plus one space per five hundred (500) square feet of floor area.
  7. Funeral homes, mortuaries. One space for each forty (40) square feet of floor area in assembly room.
  8. Furniture and appliance stores, household equipment or furniture repair shop. One space for each six hundred (600) square feet of gross leasable area.
  9. Hospitals and convalescent hospitals. Two spaces per bed for the total capacity of the building.
  10. Nursing homes. Four plus one space for each tenant.
  11. Dormitory building. One space for each tenant.
  12. Manufacturing plants, research or testing laboratories, bottling plants. One space for each person employed on the highest employment shift.
  13. Medical or dental clinics. Six spaces for each doctor's office.
  14. Hotels, motels and motor hotels. One space for each living or sleeping unit plus parking for all accessory uses as herein defined.
  15. Restaurants, taverns or private nonprofit clubs. One space for each two and one-half seats or three spaces for each one hundred (100) square feet of floor area, whichever is greater.
  16. Retail stores, shops, etc., except as provided in subsection 8 of this section. One space for each two hundred (200) square feet of retail floor space.
  17. Schools. One space for each three and one-half seats in an auditorium plus one space for each administrator and faculty.
  18. Shopping centers (regional). Five and one-half spaces for each one thousand (1,000) square feet of gross leasable area.
  19. Shopping centers (community or neighborhood). Twenty (20) spaces plus five and one-half spaces per one thousand (1,000) square feet of gross leasable area.
  20. Sports arenas, auditoriums, theaters, assembly halls and meeting rooms. One space for each three and one-half seats of maximum seating capacity.
  21. Wholesale establishments, warehouses, service and maintenance centers and communication equipment buildings. One space for each person employed during the highest employment shift.
  22. Rooming and lodging houses. One space for each tenant.

17.24.050 Location Of Parking Spaces

Parking spaces as required above shall be on the same lot with the main building, or, in the case of buildings other than dwellings, may be located not further than five hundred (500) feet therefrom.

17.24.060 Parking Lot Regulations

Every parcel of land hereafter used as a parking lot shall be paved with a surfacing material of oil, asphalt or concrete composition and shall have appropriate bumper guards where needed as determined by the building inspector. Any lights used to illuminate the lot shall be so arranged as to reflect the light away from adjoining premises in any residential zone.

17.24.070 Off-Street Truck-Loading Space

On the same premises with every building, structure or part thereof, erected and occupied or increased in capacity after the effective date of the ordinance codified in this title for manufacturing, storage, warehouse, goods display, department store, grocery store, hotel, hospital, mortuary, laundry, dry cleaning or other use similarly involving the receipt or distribution by vehicles of materials or merchandise, there shall be provided and maintained on the lot, adequate space for standing, loading and unloading services in order to avoid undue interference with public use of streets or alleys. Such space, unless otherwise adequately provided for, shall include a minimum of ten (10) feet by twenty-five (25) feet loading space with a minimum of fourteen(14) feet height clearance for every twenty thousand (20,000) square feet or fraction thereof in excess of three thousand (3,000) square feet of building floor use for above-mentioned purposes, or for every twenty thousand (20,000) square feet or fraction thereof in excess of three thousand (3,000) square feet of land use for above-mentioned purposes.

17.24.080 Access Requirements

Service stations, roadside stands, public parking lots, and all other business requiring motor vehicle access shall meet the requirements as hereinafter provided:

  1. Access shall be by not more than two roadways for each one hundred (100) feet or fraction thereof of frontage on any street.
  2. No two of said roadways shall be closer to each other than twelve (12) feet and no roadway shall be closer to a side property line than three feet.
  3. Each roadway shall be not more than forty (40) feet in width, measured at right angles to the center line of the driveway, except as increased by permissible curb return radii. The entire flare of any return radium shall fall within the right-of-way.
  4. No roadway shall be closer than ten (10) feet to the point of intersection of the two property lines at any corner as measured along the property line, and no roadway shall extend across such extended properly line.
  5. In all cases where there is an existing curb and gutter or sidewalk on the street, the applicant for a permit shall provide a safety island along the entire frontage of the property, except for the permitted roadways. On the two ends and street side of each such island shall be constructed a concrete curb, the height, location and structural specifications of which shall be approved by the building inspector.
  6. Where there is no existing curb and gutter or sidewalk, the planning commission may require the applicant to install such safety island and curb, or in place thereof, to construct along the entire length of the property line, except in front of the permitted roadways, a curb, fence, or pipe rail, not exceeding two feet or less than eight inches in height.

17.24.090 Location Of Gasoline Pumps

Gasoline pumps shall be set back not less than eighteen (18) feet from a property line to which the pump island is vertical and twelve (12) feet from a property line to which the pump island is parallel, and not less than twenty (20) feet from any residential or agricultural zone boundary line. If the pump island is set at an angle on the property it shall be so located that automobiles stopped for service will not extend over the property line.
