17.32 Mobile

17.32.010 Location Of Mobile Homes

No occupied mobilehome shall be located anywhere within the local jurisdiction except in a licensed mobilehome park.

17.32.020 Permit Fees And Temporary Permit Fees

The permit fee for the construction of and annual licensing for each mobilehome park shall be determined by the city council.

17.32.030 Application For Permit

Application for mobilehome park building permit shall be filed as a conditional use with the city planning commission. The application shall be in writing, signed by the applicant and shall include the following:

  1. The name and address of the applicant;
  2. The location and legal description of the mobilehome park;
  3. A complete plan of the park in conformity with the requirements of this title;
  4. Plans and specifications of all buildings, improvements, and facilities constructed or to be constructed within the mobilehome park;
  5. Such further information as may be requested by the planning commission to enable it to determine if the proposed park will comply with legal requirements. The application and all accompanying plans and specifications shall be filed in eight black and white prints.

17.32.040 Location Of Mobile Home Parks

Location of mobilehome parks is regulated by zoning ordinance of the city.

17.32.050 Mobile Home Park Plan

The mobilehome park shall conform to the following requirements:

  1. The park shall be located on a well-drained site, properly graded to insure rapid drainage and free from stagnant pools of water.
  2. Each park shall provide mobilehome spaces, and each space shall be clearly defined or delineated. Each space shall have an area of not less than three thousand (3,000) square feet and a width of not less than thirty (30) feet and the average area of all the spaces shall be not less than four thousand (4,000) square feet and the average width of all the spaces shall be not less than forty (40) feet.
  3. Mobilehomes shall be so located on each space that there shall be at least a twenty (20) foot clearance between mobilehomes; provided, however, that with respect to mobilehomes parked end-to-end, the end-to-end clearance may be no less than ten (10) feet to any structure within the park or to any property line of the park which does not abut upon a public street or highway. No mobilehome shall be located closer to any property line of the park abutting upon a public street or highway than thirty (30) feet or such other distance as may be established by ordinance or regulation as a front yard setback requirement with respect to conventional buildings in the district in which the mobilehome park is located.
  4. All mobilehome spaces shall abut upon an access street of not less than twenty-four (24) feet in width, which shall have unobstructed access to a public street or highway. All mobile homes shall be so located on each space that there will be at least five feet of clearance between the mobilehome and the boundary of the mobilehome space.
  5. Each mobilehome shall be set back a distance of no less than fifteen (15) feet from the body of the mobilehome to the access street upon which it abuts.
  6. An electrical outlet supplying at least 115/230 volts, fifty (50) amperes shall be provided for each mobilehome space.
  7. Sufficient parking space shall be provided for the off-street parking of at least two motor vehicles upon each mobilehome space.

17.32.060 Water Supply

An adequate supply of pure water for drinking and domestic purposes shall be supplied by pipes to all mobilehome spaces within the park, to meet the requirements of the park. Each mobilehome space shall be provided with a cold water tap.

17.32.070 Sanitation Facilities

Each mobilehome space shall be provided with a sewer at least four inches in diameter, which shall be connected to receive the waste from the shower, bathtub, flush toilet, lavatory (wash basin) and kitchen sink of the mobilehome harbored in each space and having any of all of these facilities. The sewer in each space shall be connected to discharge the mobilehome waste into a system approved by the State Board of Health and the city.

17.32.080 Garbage Receptacles

Metal garbage cans with tight-fitting covers shall be provided in quantities adequate to permit disposal of all garbage and rubbish. Garbage cans shall be located not farther than two hundred (200) feet from any mobilehome space. The cans shall be kept in sanitary conditions at all times.

17.32.090 Insect And Rodent Control

The mobilehome park shall be kept free of rubbish, and shall be maintained in a sanitary condition at all times. All harborage places for rodents or hosts of insects shall be eliminated. All breeding places for flies and mosquitoes shall be eliminated or effectively treated.

17.32.100 Electricity

All electrical wiring shall comply with the electrical ordinance effective in the city.

17.32.110 Plumbing

All plumbing shall comply with the plumbing code effective in the city.

17.32.120 Animals And Pets

No owner or person in charge of any dog, cat or other pet animal shall permit it to run at large or commit any nuisance within the limits of any mobilehome park.

17.32.130 Supervision

The licensee or permittee, or a duly authorized attendant or caretaker, shall be in charge at all times to keep the mobilehome park, its facilities and equipment in a clean, orderly and sanitary condition. The attendant or caretaker shall be answerable, with the licensee or permittee, for the violation of any provision of this title to which the licensee or permittee is subject.

17.32.140 Revocation Of Permit

The building inspector may revoke any permit to maintain and operate a park when The permittee has been found violating any provision of this title. After such violations, the permit shall be reissued if the circumstances leading to the violation have been remedied and the park is being maintained and operated in full compliance with the law.

17.32.150 Posting Of License, Temporary Permit And Permit

The license certificate, permit and/or temporary permit shall be conspicuously posted in the office of or on the premises of the mobilehome park at all times.
