No occupied mobilehome shall be located anywhere within the local jurisdiction except in a licensed mobilehome park.
The permit fee for the construction of and annual licensing for each mobilehome park shall be determined by the city council.
Application for mobilehome park building permit shall be filed as a conditional use with the city planning commission. The application shall be in writing, signed by the applicant and shall include the following:
Location of mobilehome parks is regulated by zoning ordinance of the city.
The mobilehome park shall conform to the following requirements:
An adequate supply of pure water for drinking and domestic purposes shall be supplied by pipes to all mobilehome spaces within the park, to meet the requirements of the park. Each mobilehome space shall be provided with a cold water tap.
Each mobilehome space shall be provided with a sewer at least four inches in diameter, which shall be connected to receive the waste from the shower, bathtub, flush toilet, lavatory (wash basin) and kitchen sink of the mobilehome harbored in each space and having any of all of these facilities. The sewer in each space shall be connected to discharge the mobilehome waste into a system approved by the State Board of Health and the city.
Metal garbage cans with tight-fitting covers shall be provided in quantities adequate to permit disposal of all garbage and rubbish. Garbage cans shall be located not farther than two hundred (200) feet from any mobilehome space. The cans shall be kept in sanitary conditions at all times.
The mobilehome park shall be kept free of rubbish, and shall be maintained in a sanitary condition at all times. All harborage places for rodents or hosts of insects shall be eliminated. All breeding places for flies and mosquitoes shall be eliminated or effectively treated.
All electrical wiring shall comply with the electrical ordinance effective in the city.
All plumbing shall comply with the plumbing code effective in the city.
No owner or person in charge of any dog, cat or other pet animal shall permit it to run at large or commit any nuisance within the limits of any mobilehome park.
The licensee or permittee, or a duly authorized attendant or caretaker, shall be in charge at all times to keep the mobilehome park, its facilities and equipment in a clean, orderly and sanitary condition. The attendant or caretaker shall be answerable, with the licensee or permittee, for the violation of any provision of this title to which the licensee or permittee is subject.
The building inspector may revoke any permit to maintain and operate a park when The permittee has been found violating any provision of this title. After such violations, the permit shall be reissued if the circumstances leading to the violation have been remedied and the park is being maintained and operated in full compliance with the law.
The license certificate, permit and/or temporary permit shall be conspicuously posted in the office of or on the premises of the mobilehome park at all times.
