- OFF-STREET PARKING AND SERVICE REQUIREMENTS

Section 1000: - Scope of Provisions.

Except as provided in this Ordinance, no application for a building permit shall be approved unless there included with the plan for such building improvements, or use, a plot plan showing the required space reserved for off-street parking and service purposes. Occupancy shall not be allowed unless the required off-street parking and service facilities have been provided in accordance with those shown on the approved plan.

Section 1001: - Drainage, Construction, and Maintenance.

All off-street parking, loading, and service areas shall be drained so as to prevent damage to abutting properties and/or public streets and shall be constructed of materials which will assure a surface resistant to erosion. All such areas shall be at all times maintained at the expense of the owners thereof, in a clean, orderly, and dust-free condition.

Section 1002: - Separation from Walkways, Sidewalks, and Streets.

All off-street parking, loading, and service areas shall be separated from walkways, sidewalks, and streets by curbing or other suitable protective device.

Section 1003: - Off-Street Automobile Parking and Number of Parking Spaces.

Off-street automobile parking spaces shall be provided on every lot on which any of the following uses are hereafter established. The number of automobile parking spaces provided shall be at least as great as the number specified below for various uses, otherwise each space shall be at least 300 square feet in area and shall have vehicular access to a public street. Where possible, turning space shall be provided so that no vehicle will be required to back into the street.

Automobile Repair Garages: one (1) space for each regular employee plus one (1) space for each 250 square feet of floor area used for repair work.

2.

Churches: one (1) space for each 200 square feet of floor space.

3.

Funeral Parlors: one (1) space for each four (4) seats in the chapel.

4.

Gasoline Filling Stations: four (4) spaces for each grease rack or similar facility plus on space for each employee.

5.

Hospitals and Nursing Homes: one (1) space for each four (4) beds plus one (1) space for each staff or visiting doctor plus one (1) space for each four (4) employees, including nurses.

6.

Hotels: one (1) space for each guest bedroom plus one (1) space for each five employees.

7.

Industrial: one (1) space for each two (2) employees at maximum employment on a single shift plus one (1) space for each company vehicle operating from the premises.

8.

Lodges and Clubs: one (1) space for each 50 square feet of floor space.

9.

Offices: one (1) space for each 200 square feet of floor space.

10.

Places of Amusement of Assembly without Fixed Seats: one (1) space for each 200 square feet of floor space devoted to patron use.

11.

Places of Public Assembly: one (1) space for each four (4) seats in the principal assembly room.

12.

Residential: one (1) space for each single-family or duplex dwelling unit; one and one-half (1½) space for each multi-family dwelling unit.

13.

Restaurants: one (1) space for each 75 square feet of floor area devoted to patron use, plus one (1) space for each four employees.

14.

Retail Business: one (1) space for each 200 square feet of sales space.

15.

Rooming and Boarding Houses: one (1) space for each two bedrooms.

16.

Schools: one (1) space for each 200 square feet of floor space.

17.

Motels: one (1) space for each accommodation plus one (1) space for each two full-time employees.

18.

Mobile Home Park: one (1) space for each trailer space.

19.

Wholesale Business: two (2) spaces for each employee.

20.

Location on Other Property: if the required automobile parking spaces cannot reasonably be provided on the same lot on which the principal use is conducted, such spaces may be provided on other off-street property provided such property lies within four hundred (400) feet of an entrance to such principal use. Such automobile parking space shall be associated with the principal use and shall not thereafter be reduced or encroached upon in any manner.

Extension of Parking Space into a Residential District: Required parking spaces may extend into a residential zoning district, provided that: (1) the parking space adjoins a commercial or industrial district; (2) has its only access to or fronts upon the same street as the property in the commercial or industrial district for which it provides the required parking space; and (3) is separated from abutting properties in the residential district by a 10-foot-wide planted buffer strip.

In order to assure a proper and uniform development of public parking areas throughout the area of jurisdiction of this Ordinance, to relieve traffic congestion on the streets, and to minimize any detrimental effects on adjacent properties, off-street parking space shall be provided and maintained as called for in the following schedule. For any use or class of use not mentioned in this schedule, the requirements shall be the same as a similar use as mentioned herein. Parking requirements for additions to existing uses shall be based only upon the new addition even if the existing use is deficient. These regulations shall not apply to C-1 and M-1 districts.

Section 1004: - Parking Area Design.

Parking stalls shall have a minimum width of eight and one-half (8½) feet and length of 20 feet. There shall be provided adequate interior driveways to connect each parking space with a public right-of-way. Interior driveways shall be at least 24 feet wide where used with 90 degree angle parking, at least 18 feet wide where used with 60 degree angle parking, at least 12 feet wide where used with parallel parking, or where there is no parking. Interior driveways shall be at least 12 feet wide on one-way traffic movement and at least 20 feet wide for two-way traffic movement.

Section 1005: - Landscaping of Parking Areas.

Any off-street parking facility providing twenty (20) or more parking spaces is required to provide approved landscaping in accordance with the following requirements. Such a facility must provide a landscaping plan to the City Clerk and have it approved before the issuance of a land use permit. Installation of plant materials and other requirements shall have been completed prior to issuance of a certificate of occupancy. Other parking facilities are encouraged to include landscaping.

Any off-street parking facility of twenty (20) cars or more shall also provide the equivalent of one (1) parking space for each ten (10) cars and each fraction thereof, to be planted with at least one (1) tree with a minimum diameter (measured at the location of its greatest width) of two (2) inches and grass and/or ground cover. The exact location within the parking facility is optional with each design, but the planted area herein referred to shall be in addition to perimeter buffer strips and to other landscaping on the property outside the parking facility.

Where healthy trees or other native plant material exists on a site prior to its development, islands and buffers of such material shall be incorporated into the parking lot design with special attention to the saving and preservation of trees with trunk caliper of four (4) inches or more.

3.

Front Perimeter Landscape Area—A twenty (20) foot wide strip of land, located between the front property line and the vehicular use area shall be landscaped. Width of sidewalks shall not be included within the twenty (20) foot wide front setback perimeter landscape area.

4.

Side and Rear Perimeter Landscaped Area—A six (6) foot wide strip of land, located between the side and rear property lines and the vehicular use area, shall be landscaped, except that where the strip of land to be landscaped is between a side an [and] rear property line and a vehicular use area used as an accessory, a four (4) foot wide strip of land shall be landscaped.

5.

Material Requirements in Perimeter Area.

a.

Tree Count—The total tree count requirements with the front setback perimeter landscape area shall be determined by using a ratio of one (1) tree from each twenty-five (25) linear feet of lot frontage or major portion thereof with fifty (50) percent of said trees being shade trees.

b.

Ground Cover—Grass or other ground cover shall be placed on all areas within the front, side and rear setback perimeter landscape areas not occupied by other landscape material, or permitted access-ways.

6.

Any required landscaping shall be maintained by the owner in a living, growing, and well-kept manner, and shall be replaced as necessary to conform to these provisions.

Section 1006: - Parking Lot Ingress and Egress.

For any off-street parking facility providing five (5) or more spaces, curb cuts not wider than twenty-four (24) feet for entrances into or exits from parking lots shall be no closer than one hundred (100) feet apart, measured from centerline to centerline, unless special circumstances make it impractical. These special circumstances will be reviewed by and the decision of the Planning and Zoning Commission.

Section 1007: - Joint Parking Facilities.

Two (2) or more neighboring uses, of the same or different types may provide joint facilities, provided that the number of off-street parking spaces are not less than the sum of the individual requirements.

Section 1008: - Pavement Markings and Signs.

Each off-street parking space shall be clearly marked, and pavement directional arrows or signs shall be provided wherever necessary. Markers, directional arrows and signs shall be properly maintained so as to ensure their maximum efficiency.

Section 1010: - Off-Street Loading and Unloading Space.

On every lot on which a business, trade, or industry use is hereafter established, space with access to a public street or alley shall be provided as indicated below for the loading and unloading of vehicles off the public street or alley.

1.

Retail Business: one (1) space of at least 10 x 25 feet for each 3,000 square feet of floor area or part thereof.

2.

Wholesale and Industrial: one (1) space of at least 10 x 50 feet for each 10,000 square feet of floor area or part thereof.

3.

Bus and Truck Terminal: sufficient space to accommodate the maximum number of buses or trucks that will be stored and loading or unloading at the terminal at any one (1) time.
