This Zoning Ordinance is enacted for the purpose of promoting public health, safety, morals, comfort and general welfare; to conserve and protect property and property values; to secure the most appropriate use of land; and to facilitate adequate but economical provisions for public improvements, all in accordance with a comprehensive plan and as permitted by the provisions of Ohio R. C. 519.01 et seq.

   This Zoning Ordinance (Ordinance 11-71, passed May 25, 1971, as amended) shall be known and may be cited and referred to as the "Minerva, Stark and Carroll Counties, Ohio, Zoning Ordinance".

   In their interpretation and application, the provisions of this Zoning Ordinance shall be held to be minimum requirements. Where this Zoning Ordinance imposes a greater restriction than is imposed or required by other provisions of law or by other rules or regulations or ordinances, the provisions of this Zoning Ordinance shall control.
