CHAPTER 15

DEMOLITION OF STRUCTURES

11-15-1: SUBMISSION REQUIREMENTS:

The following information must be submitted to the Monee Building Department before a demolition permit can be issued:
   A.   Letter of authorization from the owner;
   B.   Up-to-date plat of survey indicating building(s) to be demolished, location of any wells, septic tanks or cisterns;
   C.   A list of all people/firms connected with the demolition with their addresses and telephone numbers. This includes the general contractor, well sealer, septic pumper/hauler, etc.;
   D.   A performance bond or other performance surety acceptable by the Village Attorney in the amount of one hundred fifty percent (150%) of the demolition contract for Village owned properties;
   E.   A copy of a Certificate of Insurance in the amount of three hundred thousand dollars ($300,000.00) property damage, and five hundred thousand dollars ($500,000.00) personal injury (note the dollar amount changes for buildings over 2 stories);
   F.   A list of work the demolisher is to do;
   G.   Proof of compliance with any other County rules or regulation pertaining to demolition;
   H.   Affidavit that all utilities (i.e., gas, electric, phone, water and sewer) have been abandoned/removed:
      1.   Commonwealth Edison - 800-334-7661 (48 - 72 hour notice).
      2.   Northern Illinois Gas - 800-730-6114 (48 hour notice).
      3.   It is the responsibility of the demo contractor to contact JULIE (800-892-0123) for utility locates as well as local phone, cable providers, etc., to ensure proper disconnects have been completed.
   I.   A field inspection report by the Village official verifying proper abandonment and/or sealing of private water and sewer systems must be on file. (Ord. 1775, 12-14-2016)

11-15-2: NOTIFICATION:

   A.   The applicant shall be required to adhere to the following notification process:
      1.   Public Works requires no less than forty eight (48) hours notice prior to demolition so that water services can be shut off at the buffalo-box, and the meter can be removed and secured.
      2.   All contact regarding these notifications should go through either the Public Works Director or Assistant Director.
      3.   The contractor is responsible for the removal of the buffalo box. (Ord. 1775, 12-14-2016)

11-15-3: INSPECTION:

The contractor must arrange for an inspection by the Village prior to the backfill of the excavation. (Ord. 1775, 12-14-2016)

11-15-4: BACKFILL REQUIREMENTS:

The contractor shall be required to provide adequate acceptable backfill at the site and restore the site to a natural condition. Any and all debris, excess backfill, or discarded material shall be removed from the site by the contractor at its sole expense. (Ord. 1775, 12-14-2016)

11-15-5: PERMIT COSTS:

The following permit fees shall be assessed in connection with a demolition:

11-15-6: PENALTIES:

Any violation of this chapter shall be prosecuted pursuant to section 1-14-11 of this Code. In addition to the imposition of fines, a contractor who fails to comply with the terms of this chapter is subject to a red tag order thereby prohibiting any further work at the site. (Ord. 1775, 12-14-2016)
