A. In order to accomplish the purposes of this title, the city is divided into zones in accordance with the comprehensive general plan of the city as hereinafter set forth.
B. In the preparation of this title, due and careful consideration was given, among other things, to the relative quantities of land needed for particular uses and to the suitability of such land for such uses, to existing and probable future conditions within the city, and to the character of each of the several zones, with a need to conserve the value of the buildings and encouraging the most appropriate use of land throughout the city.
The location and boundaries of each of the zones as contained herein are shown on the zone map entitled "Zone Map Of Mount Pleasant City, Utah", and all boundaries, notations and other data shown thereon, are adopted as part of this title, and shall become as much a part of this title as if fully described herein.

Where uncertainty exists with respect to the boundaries of various zones, the following rules shall apply:
A. Where the indicated boundaries on the zone map are approximately street or alley lines, the centerline of the street or alley shall be construed to be the zone boundary.
B. Where the indicated boundaries are approximately lot lines, the lot lines shall be construed to be the zone boundary unless otherwise indicated.
C. Where the indicated boundaries are approximately canals, watercourses or other clearly defined natural features, the centerline of such canals, watercourses or natural features shall be construed to be the zone boundaries unless otherwise indicated.
D. In the absence of any street, land survey, lot, canal, watercourse or other natural feature or measurement, the zone boundary shall be determined by the scale of measurement shown upon the map.
E. Where other uncertainty exists, the planning commission shall interpret the locations of zone boundaries upon the zone map.
