It is the desire and intent of the city council to provide free public library service to the residents of the city, for the benefit of the city, the state and the nation.

The mayor and city council shall annually appropriate to the municipal library from funds available to the city such moneys as are deemed necessary to operate and maintain the municipal library for the education and cultural enrichment of the citizens of the city.

(a)
The municipal library shall be governed by a board of seven members appointed by the governing body. Library board members must be residents of the Mustang School District. Appointments to the library board shall be made on the basis of ability, understanding of the total responsibilities and objectives of municipal libraries, and an active interest in the attainment of these goals. All library board members shall serve thereon without compensation.
(b)
The board members shall hold office for three-year terms, except in the case of an appointment to fill a vacancy, which appointment shall be for the remainder of the unexpired term which is vacant. Members may be reappointed for succeeding terms. All terms of initial and succeeding appointees shall expire on June 30 of the designated year.

Any board member may be removed by the appointing authority for misconduct, failure to attend board meetings, or other neglect of duty.

Immediately after the initial appointments and annually thereafter, the library board members shall meet and organize by an election of one of their number as chairperson, and by the election of such other officers as they deem necessary. Rules for the transaction of business shall be that the library board keeps a record of its regulations, transactions, findings, and determinations, which record shall be a public record.

The library board shall recommend to the mayor and city council contracting for funds available to it for library purposes from the United States, the state, and any agency or instrumentality of these entities.

The library board shall submit a statistical report to the mayor and city council for each fiscal year ending June 30. The report shall include such statistics about the library use, collections and staff which may be deemed necessary to account for its trust.
