MANUFACTURED HOME PARKS4

The purpose of allowing manufactured home parks is to provide a balance and variety of affordable housing in the City.

Each manufactured home park shall be suitable for the development proposed recognizing and preserving to the maximum extent practicable outstanding natural features. Every manufactured home park shall be located on a well-drained area and the premises shall be properly graded so as to prevent the accumulation of storm and other waters.

The minimum size of a manufactured home park shall be ten acres. The maximum number of individual sites shall be six per gross acre. Individual sites shall be a minimum of 4,000 square feet. A minimum of 50 feet shall be provided from all public rights-of-way bordering the park boundaries, 40 feet from all other park boundaries, 25 feet from all common areas, including parking areas, and 15 feet between principal structures.

A buffer area of not less than 25 feet in width shall be provided along all boundaries. Such buffer strip may be used for drainage structures and utility easements but shall not be used for any other purpose. All such buffer areas shall be put into greenspace improvements. The minimum standards for plant materials shall be those required at Section 26-517.

Access shall be designed for safe and convenient movement of traffic into and out of the development through designated entrances and exits.

All individual sites must abut a street within the park. For a two-way street the width must be at least 32 feet if parking is to be permitted on both sides of the street; 25 feet in width if parking on the street is prohibited. A one-way street must be at least 14 feet in width and parking is prohibited unless the width is appropriately increased.

Ten percent of the gross area of the park shall be developed for recreational purposes provided, however, that the minimum recreation area shall be one acre. No individual site, required buffer strip, street right-of-way, storage area, or utility easement or facility shall be computed as recreation area in meeting this requirement. Recreation areas and facilities shall be owned and operated by the park management.

Two off-street parking spaces shall be provided for each site. One parking space for each 200 square feet of nonstorage floor space shall be provided for offices, recreation facilities and the like.

Each individual site is allowed the same accessory buildings and uses as in the R-1 Single-family District. All accessory buildings shall be removed from an individual site once the principal structure has been removed.

Each individual site shall be provided with at least one garbage container of not less than 20-gallon capacity, so located as to be obstructed from view from the roads within and outside the park. All such containers shall be leak proof, and nonabsorbent and equipped with tight-fitting covers.

Each individual site shall be connected to central water and sewer. No individual water supply or sewage disposal system shall be permitted in any manufactured home park. Each site shall also be provided with electrical power and central gas (if used) and shall be serviced by individual meters.

The park management shall maintain an office in the park or in close proximity for immediate communication. It is the duty of the manufactured home park owner or operator to:
(1)
Keep a register of each homeowner, which is to be open at all reasonable times and upon reasonable notice to be available for inspection by appropriate State and local officials;
(2)
Maintain the park in a clean and orderly condition at all times; and
(3)
Cooperate with local Health Officers in all cases of communicable diseases. All occupants shall maintain their site in a clean, orderly and sanitary condition and abide by all regulations and park rules.

Approval for a manufactured home park requires a special use permit. A special use application should be accompanied with a plan that shows the following information:
(1)
Area and dimension of the park;
(2)
Location and width of roadway and walkways;
(3)
Location of all utilities;
(4)
Landscaping plans for the entire park including the buffer area;
(5)
Specifications of all buildings to be located in the park; and
(6)
Any other specifications or information as required by the Council.

After a special use permit has been granted, the owner/operator of the proposed manufactured home park shall be subject to an annual license as required in Chapter 24. All buildings constructed in the park shall also be subject to building permit fees pursuant to Article II of Chapter 21.
