§ 153.215 ORGANIZATION OF THE PLANNING COMMISSION.
The City Planning Commission has been established and organized under Charter § 7.05.

§ 153.216 POWERS AND DUTIES.
With respect to the administration of this chapter, the Planning Commission shall have the following responsibilities:
(A) To initiate proposed amendments to this chapter;
(B) To review amendments to this chapter proposed by the City Council, City Manager, property owners or residents; and
(C) To review proposed use variances and make recommendations to the City Council.

§ 153.217 HEARINGS AND RULES.
The hearings of the Planning Commission shall be public. However, it may go into executive session for discussion according to applicable laws, but not for vote on any case before it. The Planning Commission shall adopt, from time to time, such rules and regulations as it may deem necessary to effectuate the provisions of this chapter.

The Planning Commission shall keep minutes of its proceedings, showing the vote of each member upon each question or, if absent or failing to vote, indicating such fact, and shall keep records of its examinations and other official actions, all of which shall be immediately filed in the office of the City Auditor and shall be a public record.

The Planning Commission shall have the power to subpoena witnesses, administer oaths and punish for contempt, and may require the production of documents under such regulations as it may establish.
