CHAPTER 10

Mobile Home Parks

10-10-1 Purpose

The purpose of the mobile home parks standards is to provide standards for the development of mobile home parks within the City. (Ord. 313-08, 6-9-2008)

10-10-2 Uses Permitted

Mobile home parks may be permitted in districts listing mobile home parks as conditional uses, if such conditional use permit is obtained through the procedures in chapter 3, article A of this title. Manufactured home subdivisions are subject to the City subdivision ordinance and are not subject to this section. Uses permitted are:

Community RV outdoor storage area visually screened from public view for use by park residents only.

Garages that are attached as part of the mobile home unit.

Management office, recreational facilities and community building for use by park residents and their guests.

Manufactured homes and mobile homes for residential use.

Storage sheds on individual, occupied lots. (Ord. 313-08, 6-9-2008)

10-10-3 Area Requirements

A mobile home park shall consist of a minimum of one acre and contain five (5) or more sites for mobile homes or manufactured homes. (Ord. 313-08, 6-9-2008)

10-10-4 Infrastructure And Service Requirements

A mobile home park shall be served by City water and sewer facilities and have access to a public road. (Ord. 313-08, 6-9-2008)

10-10-5 Development Requirements

Mobile home parks shall conform to the following requirements:

  1. Minimum Rental Lot Size: Three thousand five hundred twenty (3,520) square feet.
  2. Setback Requirements:
    1. Conventional Single Lot:
      1. Front Yard: No mobile home or structure shall be erected nearer than ten feet (10') from the abutting park street.
      2. Flanking Street: No mobile home or structure shall be erected nearer than ten feet (10') from the flanking park street.
      3. Side Yard: No mobile home or structure shall be erected nearer than eight feet (8') from the side rental lot line.
      4. Rear Yard: No mobile home or structure shall be erected nearer than eight feet (8') from the rear rental lot line.
      5. Park Property Line: No mobile home or structure shall be erected nearer than twenty feet (20') from the park property line along a public street.
      6. Rear Or Side Park Property Line: No mobile home or structure shall be erected nearer than ten feet (10') from the rear or side park property line.
    2. Zero Lot Line: The side yard setback requirement may be zero feet (0') on one side and fifteen feet (15') on the other as long as no two (2) buildings within the park are located closer than fifteen feet (15') from each other.
    3. Accessory Buildings:
      1. Front Yard: Accessory buildings are prohibited in the front yard.
      2. Side Yard: Three feet (3').
      3. Rear Yard: Three feet (3').
      4. Other Buildings: Accessory buildings shall not be located nearer than ten feet (10') to any other building other than the dwelling unit it serves.
  3. Lot Coverage: No building or structure, or total combined square footage of all buildings and structures, shall cover more than fifty percent (50%) of its rental lot.
  4. Streets: All mobile homes within the park shall have direct access to a park street. All park streets and drives shall be paved.
  5. Vehicular Access: Mobile home parks street systems shall have direct access to a public road.
  6. Sidewalks: A four foot (4') wide sidewalk shall be installed on at least one side of an internal park street. (Ord. 313-08, 6-9-2008)

10-10-6 Transfer Of Ownership Or Sale Of Park

The mobile home park owner/manager shall notify the City of any pending sale of the park. Upon completion of the sale, the new owner shall present a drawing of the existing park to the City for design and compliance review, with a proposed time line to remedy any deficiencies.
