Residential/Office Zoning District Regulations.
Policy 1.3.13, future land use element. The land development regulations shall stipulate that site plan approval by the city council is required for any development proposal within the residential/office … land use category, other than single-family detached residential.
7.19.01 Intent/purpose.
The purpose of the Residential/Office (RO) Land Use District is to manage and guide the orderly growth in specific mixed land use districts in the City of New Port Richey. As such, there are specific development guidelines for each RO Land Use District. The specifically permitted Zoning District regulations for each are listed as follows:
1.
The R-1, R-2 and R-3 zoning district regulations and uses are specifically permitted.
2.
The following use are permitted upon site plan approval by the city council.
a.
Multi-family developments, provided the density is no greater than ten (10.0) units per gross acre and all development criteria as set forth in the MF10 zoning district regulations as followed;
b.
Office developments, provided the office zoning district regulations are followed.
c.
Public and private schools which meet the requirements of the appropriate agencies for elementary (including kindergarten and pre-kindergarten incidental to and located on the same site as an elementary school), secondary, or higher education, provided that all office zoning district regulations are followed, and provided the total parcel/property area is no more than two (2) acres.
3.
Urban agriculture is permitted (indoor crop production prohibited; on-site wholesale and retail sales prohibited except at garage sales as permitted elsewhere in the LDC and New Port Richey Code of Ordinances).

7.19.02 Special exceptions.
The following special exception uses are permitted upon approval by the city council:
a.
Children day care centers, provided that;
1).
A fenced area is provided; and
2).
Adequate on-site driveway access is provided for the queuing of dropoff and pickup traffic; and
3).
Additional conditions may be applied depending on site conditions and location.
b.
Adult congregate care facilities;
c.
Nursing homes;
d.
Tutorial services.

In the commercially used properties of the RO Land Use District, the following special development regulations apply to all development plans/proposals:
a.
All site plans for commercial uses must be approved by the city council;
b.
Total lot coverage including parking, must not exceed seventy (70) percent of total lot area;
c.
No building may exceed three (3) stories in height;
d.
No freestanding signage is allowed. All signage must be flush against the primary building face. No signage may exceed thirty-five (35) square feet.
