Policy 1.3.13, future land use element. The land development regulations shall stipulate that site plan approval by the city council is required for any development proposal within the residential/office/retail … land use category, other than single-family detached residential.
Policy 1.3.14, future land use element. In order to ensure the compatibility of land uses, the land development regulations shall stipulate the types of retail uses permitted within the residential/office/retail land use category.
7.20.01 Intent/purpose.
The purpose and intent of the ROR Zoning District is to manage and guide the orderly growth in specific mixed Land Use Districts in the City of New Port Richey. Included in the ROR land use category are specifically consistent zoning districts. As such, there are specific development guidelines for each applicable area within the land use category. The specifically permitted zoning district regulations for each are listed as follows:

The R-1, R-2, R-3 and MF10 Zoning District regulations are consistent with the following real described property: Lots 7—10, block 1 and lots 5—7, block 2 of Damac Manor Subdivision, and lots 13—24, block B and lots 13—24, block A of Massachusetts Heights Subdivision, and lots 9—16, block 7, lots 9—16 block 8 the City of New Port Richey.

The office Zoning District regulations are consistent with the following real described property: Lots 1—6, 11, block 1 and lots 1—4, 8 block 2 of Damac Manor Subdivision, and lots 1—12, block B and lots 1—12 block A of Massachusetts Heights Subdivision, and lots 1—8, block 7, lots 1—8, block 8 of the City of New Port Richey.
7.20.02 Special exception regulations for the ROR Zoning District.
The following special exceptions are allowable in the ROR Zoning District. Special exception uses are permitted only in those areas that allow for office uses.
a.
Florist shops;
b.
Beauty/barber shops;
c.
Plant nurseries;
d.
Office/business supply stores;
e.
All other retail special exception uses upon determination of the city council that such uses further the City of New Port Richey's adopted comprehensive plan.
7.20.03 Special development regulations for the ROR land use category.
In the commercial use areas of the ROR Land Use District, the following special development regulations apply to all development plans/proposals:
a.
All site plans for the commercial uses areas must be approved by the city council.
b.
Total lot coverage including parking, must not exceed seventy (70) percent of total lot area.
c.
No building may exceed three (3) stories in height.
d.
No freestanding signage is allowed. All signage must be flush against the primary building face. No signage may exceed thirty-five (35) square feet.
e.
All activities associated with these uses, including storage and display must be wholly contained within permanent structures.
f.
All yard and development regulations as included in the Office Zoning District regulations are applicable in the ROR commercial zones.
g.
All rear yards must include a six (6) foot high fence in the buffer zone.
h.
All access points in the ROR Land Use District must be controlled. To further this end, no driveway access to Massachusetts Avenue will be allowed less than thirty-five (35) feet from any intersection. Also, no driveway access to Massachusetts Avenue shall be closer than fifty (50) feet to another access point onto Massachusetts Avenue.
