ARTICLE VII

OFF-STREET PARKING AND LOADING

Sec 66-848 Purpose

It is the purpose of this section to provide for the regulation of and design standards for off-street parking facilities within the city, to minimize congestion on the public right-of-way and to maximize the safety and general welfare of the public.

Sec 66-849 Scope Of Regulations

No provision of any section of this chapter shall be less restrictive than those outlined in this section. The off-street parking requirements and off-street loading requirements of this article shall apply within all zoning districts.

Sec 66-850 Calculating Space

  1. Where calculations result in requiring a fractional space, any fraction less than one-half shall be disregarded and any fraction of one-half or more shall require one space.
  2. The term floor area for the purpose of calculating the number of off-street parking spaces required shall be determined on the basis of the exterior floor area dimensions of the building structure or use times the number of floors, minus ten percent.
  3. Should a building or structure contain two or more types of uses, each should be calculated separately for determining the total off-street parking spaces required.

Sec 66-851 Site Plan

Except for single-family dwellings, all applications for a building or an occupancy permit shall be accompanied by a site plan drawn to scale and dimensioned indicating the location of all off-street parking and loading spaces in compliance with the requirements of this section. For permitted uses, such plan shall be reviewed and approved by the planning director or building inspector. For conditional uses, such plan shall be reviewed and approved by the planning agency and city council. All plans for parking spaces of five or more vehicles shall be approved by the planning director; any variance or unusual design shall be referred to the planning agency and city council.

Sec 66-852 Reduction Of Existing Parking And Loading Spaces

No parking or loading spaces existing upon the effective date of the ordinance from which this article is derived shall subsequently be reduced below the requirements of this section.

Sec 66-853 Change Of Use Or Occupancy Of Land Of Building

No change of use or occupancy of land, or of use or occupancy of any building shall be made until there is furnished sufficient parking and loading spaces as required by this section.

Sec 66-854 Use Of Parking And Loading Space

Required parking or loading spaces shall not be used for storage of goods or for storage of vehicles that are inoperable or for sale or rent.

Sec 66-855 Surfacing

All areas used for parking and driveways on residential lots 2.0 acres or smaller shall be hard-surfaced with bituminous or concrete pavement or equivalent pavement as approved by the City's Public Works Director.

Sec 66-856 Drainage

All parking lots and access drives in commercial and industrial developments and in residential developments of more than four units shall be graded for proper drainage with poured-in-place concrete curbing. Plans for surfacing and drainage of parking areas of five or more vehicles shall submit a drainage plan to the planning director for his review and approval. The planning director may require such curbing, holding ponds or other drainage techniques as appropriate to insure proper drainage provided that no diverted drainage shall cross the private property of another without an easement expressly providing for same.

Sec 66-857 Striping

Except for single-family, two-family and two-unit townhouses, all parking stalls shall be marked with white or yellow lines not less than four inches wide.

Sec 66-858 Lighting

Any lighting used to illuminate off-street parking areas shall be directed away from abutting property and public rights-of-way. Any lighting shall not exceed 0.5 footcandles at the property line.

Sec 66-859 Signs

No sign shall be so located as to restrict the sight, orderly operation and traffic movement within any parking lot.

Sec 66-860 Screening And Landscaping

Except for single-family, two-family and two-unit townhouses, all open parking areas of five or more spaces and all commercial and industrial parking areas are subject to ordinances regulating landscaping.

Sec 66-861 Maintenance

It shall be the joint and several responsibility of the lessee and/or owner of the principal use, uses or building to maintain in a neat and adequate manner, the parking area, striping, landscaping and screening.

Sec 66-862 Parking Areas And Driveways

  1. Parking Areas
    1. Except in the case of single-family, two-family and two-unit townhouses, parking areas shall be designed so that circulation between parking aisles or driveways occurs within the designated parking lot and does not depend upon a public street or alley, and such design does not require backing into the public street.
    2. Except in the case of single-family, two-family and two-unit townhouses, parking areas shall comply with the following minimum standards:

    3. All parking spaces shall be served by access aisle or driveway connections to a public right-of-way.
    4. Parking areas shall have driveways and drive aisles marked as one-way, unless approved by the Planning Director.
    5. No portion of any parking area nor any portion of a parked vehicle shall be permitted within five (5) feet of a private property line.
    6. All public and commercial parking areas shall contain at a minimum one (1) handicap parking space of 12 feet wide. Parking areas in excess of 50 spaces shall contain at least one (1) handicap parking area for every 50 spaces. Handicap parking spaces shall be identified with the appropriate signage and be as near as practical to the building entrance.
    7. Parking areas and drive aisles shall meet the following minimum setbacks from the front property line:
      1. Commercial - 10 feet;
      2. Industrial - 10 feet;
      3. Multi-family residential - 20 feet.
  2. Driveways
    1. No curb cut access shall be located less than 40 feet from the intersection of two or more street right-of-ways for residential uses and 60 feet for commercial and industrial areas. This distance of the intersection shall be measured from the curbline of the two intersecting roadways adjacent to the property.
    2. Curb cut openings shall be a minimum of five (5) feet from the side property line.
    3. All property shall be entitled to at least one (1) curb cut or driveway.
    4. Additional Driveways.
      1. Agricultural Property. Property used for farm or agricultural-related land uses may have more than one (1) driveway. Additional curb cut(s) or driveway(s), if allowed, shall require review plan design and approval by the City Public Works Director or designee.
      2. Residential Property. Properties zoned RR and R1 may have up to one (1) additional driveway, if the property is a in excess of 100 feet in width or a corner lot. If a corner lot, the additional driveway must connect to a detached accessory structure.
      3. Public, Multi-Family Residential, Commercial and Industrial Property. Public, commercial and industrial properties may have additional curb cuts and driveways to accommodate traffic, allow for improved vehicle circulation, and provide access for emergency vehicles.
      4. Prohibitions. No additional driveway or curb cut shall be permitted on roadways classified as Minor Collectors or greater, or local streets as identified by the City due to their current or planned functional use. Property owners may not seek a Variance to increase the total number of driveways as permitted by this Section.
    5. All primary entrance drives and driveways shall have a maximum width of 40 feet. Additional entrance drives and driveways, if allowed, shall have a maximum width of 24 feet. Maximum width is measured at right-of-way line.
    6. Driveway Permit Required
      1. No person shall construct, reconstruct or extend a driveway or private street to intersect with a public street without first obtaining a permit from the City. The application for a Driveway Permit may require a site plan and construction drawings with specifications for the work. The application shall be accompanied by the fee and escrow, as set forth by the City fee schedule.
      2. Issuance of Permit. The City shall issue a Driveway Permit upon finding the work complies with the requirements of this Chapter.
      3. Performance Standards. All work shall be completed according to this Chapter and the City’s adopted Street and Utility Design Guideline Standards.
      4. Final Inspection. Upon completion of the work the permit holder shall notify the City and request final inspection to obtain City approval of the improvements.

Sec 66-863 Number Of Required Parking And Loading Spaces

The following minimum number of off-street parking and loading spaces shall be provided and maintained except in the CBD central business district:

Sec 66-864 Joint Facility

  1. The city council may, after receiving a recommendation from the planning agency, approve off-street parking facilities for one or more uses by joint use of one or more sites where the total number of spaces provided are less than the sum of the total required for each use.
  2. Such joint parking facilities shall be located within reasonable distance to the uses or buildings which are proposed to utilize the joint parking facilities. The planning agency may recommend and the city council may require a cash contribution in lieu of off-street parking facilities.

Sec 66-865 Off-Street Loading Facilities

  1. Loading space required under this section shall be at least 50 feet long and ten feet wide. The regulations of this section are not applicable in the CBD central business district. Every lot used for commercial or industrial purposes and having a building or buildings with a total floor area of at least 10,000 square feet and every lot used for office or research purposes on which there is a building or buildings having a total floor area of at least 20,000 square feet, shall be provided with an off-street loading space.
  2. An additional off-street loading space shall be required for lots used for commercial or industrial purposes where the floor area of all buildings exceeds 1,000 square feet.
  3. Staging and maneuvering areas for deliveries shall be provided on site and not using public rights-of-way.

Sec 66-866 Optional Review

The planning director or building inspector may, as necessary, request the planning agency to review and approve any off-street parking or loading facilities. The planning agency upon review may impose any conditions deemed appropriate and consistent with the purpose and requirements of this section.
