The purpose of the P Publicly Owned District is to provide, at suitable locations, areas within the City which are set aside for public and/or governmental use. The list of permitted uses set forth in Section 1281.02 is not intended to be exhaustive of those kinds of public buildings and uses which may be lawfully located within a “P” District, but simply indicative of the same.

1281.02 PERMITTED USES.
(a) Principally permitted uses in the "P" District shall be as follows:
(1) Schools and libraries;
(2) Municipal parks, buildings and offices;
(3) Governmental services, such as sanitation plants, refuse areas, etc.; and
(4) Accessory uses customarily incident to any permitted use.
(b) Conditionally permitted uses must be approved by the Planning Commission according to Sections 1244.06 and 1244.07. Conditional uses in this District shall be as follows:
(1) Utility scale renewable energy generation, in accordance with N.C.O. Chapter 1251, Renewable Energy.
Off-street parking space shall be provided according to the regulations set forth in Section 1282.05.

1281.04 OFF-STREET LOADING.
Off-street loading space shall be provided according to the regulations set forth in Section 1282.04.

The lot size, lot width, front yard, rear yard and side yard requirements shall meet the requirements set forth in the district that is the closest match to what the building use shall be in the “P” District.
