INSTITUTIONAL DEVELOPMENT

DISTRICT ID

§ 153.385 PURPOSE.

   The intent of the village in the creation of the ID District is to encourage the development of institutional uses in accordance with an adopted Comprehensive Plan subject to certain minimum requirements necessary in the maintenance of the health, safety and general welfare of the residents of the village.

§ 153.386 PERMITTED USES.

   The following uses shall be permitted in the Institutional Development District:
   (A)   Churches, chapels, convents, monasteries or other places of worship and their adjacent residential dwellings.
   (B)   Medical and surgical hospitals, medical centers, clinics.
   (C)   Rest or convalescent homes, including homes for aged or infirm.
   (D)   Schools, colleges, universities, and other institutions of learning, adjacent dormitories, and adjacent play and recreational ground or facilities.
   (E)   Art galleries, museums, libraries, community centers and government buildings.
   (F)   Funeral homes.
   (G)   Accessory uses customarily incidental to any of the above permitted uses.

§ 153.387 AREA REGULATIONS.

   (A)   District area and boundaries. The minimum district area shall be three acres of contiguous property, and shall be bounded by streets or by land containing uses as specified in this subchapter.
   (B)   Lot coverage. The coverage of all buildings on a given lot shall not exceed 70%, exclusive of streets.
   (C)   Yards.
      (1)   Front yards - each lot shall have a minimum front yard of not less than 50 feet along each major traffic street (arterial highway, expressway, or collector road) or not less than 35 feet from the street line along each minor street.
      (2)   Side and rear yards - each lot shall have a side yard and a rear yard of not less than 40 feet each. On a corner lot, the street side yard shall equal the required front yard for the lots facing that street. The rear yard of a double frontage lot shall meet the front yard dimensional requirements.
      (3)   Buffer yard - no building shall be closer than 75 feet from each side or rear property line which adjoins existing single-family residential districts.
   (D)   Building orientation. Facing walls are walls opposite to and parallel with one another and wall lines or wall lines extended of opposite walls intersecting at an angle of less than 65 degrees. The minimum horizontal distance between facing walls of any two buildings on one lot or any one building with facing walls shall be as follows:
      (1)   Two facing walls either of which contain a window or windows shall in no case be less than 50 feet apart.
      (2)   Two facing walls neither of which contains a window or windows shall in no case be less than 25 feet apart.
      (3)   Between corners of two buildings where there are no facing walls, there shall be no less than 25 feet of separation.
   (E)   Height regulations. No principal or accessory building or structure shall be erected or structurally altered to a height exceeding 40 feet measured from finished grade to the ridge of the roof.
   (F)   Fire escape. Open-work fire escapes are permitted when required by law, and shall not be considered as reducing the open yard area required in this district.
   (G)   Fences. Fences shall be permitted in this district from the setback line to the rear property line; provided, they shall not exceed six feet in height.
   (H)   Retaining walls. Retaining walls shall be considered as fences, and controlled under this section to the extent that such walls protrude above the actual ground level at the highest point of such walls.

§ 153.388 PERMITTED SIGNS.

   The provisions of §§ 153.410 through 153.428 shall apply in this district.

§ 153.389 OFF-STREET PARKING AND LOADING.

   The provisions of §§ 153.445 through 153.464 shall apply in this district. Such parking areas shall be located within a distance of 200 feet from the buildings which they are to serve.

§ 153.390 SUBMISSION OF PLANS.

   The provisions of §§ 153.040 through 153.050 shall be in full force and effect in this district.

   The provisions of §§ 153.520 through 153.586 shall be in full force and effect in this district.
