CHAPTER 15

EMERGENCY VEHICLE ACCESS AND TURNAROUNDS

8-15-1: INTENT AND AUTHORITY:

   A.   Intent: This chapter is intended to ensure access for emergency vehicles is sufficient to allow the fire department, ambulance and other emergency services to provide a reasonable degree of protection from hazards to life and property in rural areas of the county.
   B.   Scope: This policy shall apply to all residential property in the unincorporated portions of the county.
   C.   Violation: A violation of this chapter is a violation of this title. All such violations are each punishable as misdemeanors. Building permits and certificates of occupancy will not be issued until violations are corrected. (Ord. 57-M, 9-9-1996)

8-15-2: DEFINITIONS:

Within the context of this chapter, the following terms are defined as:
ACCESS ROAD: Road or driveway used to access building or buildings that need service by emergency vehicles.
BUILDING: Any structure greater than four hundred (400) square feet in area, having a roof and at least two (2) enclosing walls. (Ref. Payette County building department.)
DWELLING UNIT: Any building containing over four hundred (400) square feet, which is used or intended for people to live in. (Ref. UFC 9.1061.)
EXPOSURE HAZARD: Any building containing over four hundred (400) square feet which is closer than fifty feet (50') to another building. (Ref. NFPA 1231 1/4.)
FIRE DEPARTMENT: That department or district within the boundaries of which an affected dwelling or structure lies. If there is no such department or district, the local police agency and/or the state fire marshal's office are responsible. (Ref. UFC 9.108.)
FLOOR AREA: Usable area inside the building including basements, upper stories, sleeping lofts and attached garage. (Ref. UFC 9.108.) (Ord. 57-M, 9-9-1996)

8-15-3: ISSUANCE OF PERMITS:

   A.   Plans: Prior to issuance of a building permit, the applicant shall submit plans to the building inspector showing how access and turnaround will be provided. These plans shall be drawn to scale and shall include building size and distance to exposures.
   B.   Approval Required: No building permit for a residential dwelling in unincorporated areas within the county shall be issued without approval of the above plans by the planning and zoning administrator and the building inspector.
   C.   Inspection; Approval: No certificate of occupancy shall be issued until the building inspector has inspected and approved the completed road sections and turnarounds. (Ord. 2009-03, 6-15-2009)

8-15-4: ACCESS REQUIREMENTS:

   A.   Apparatus Access Roads: Apparatus access roads shall be provided to within one hundred fifty feet (150') of every building hereafter built on or moved onto property in the jurisdiction.
   B.   Construction And Engineering Standards: Access roads shall be constructed to standard engineering specifications for an "all weather surface", subsection 8-15-6A of this chapter.
   C.   Width Of Roads:
      1.   Four Or Less Dwellings, Agriculture Outbuildings: Roads serving one to four (4) dwellings, or serving only agricultural outbuildings shall have a drivable surface at least twelve feet (12') wide. No obstruction, including, but not limited to, obstacles such as power poles, fences, fence posts, phone boxes, ditches or irrigation boxes shall reduce the minimum width. The full width of roadway must be kept clear at all times.
      2.   More Than Four Dwellings: Roads serving more than four (4) dwellings shall become public roads and be constructed in accordance with county road standards.
   D.   Curves: Curves shall have an inside radius of at least thirty feet (30') and an outside radius of at least fifty feet (50').
   E.   Turnarounds: Dead end access roads in excess of one hundred fifty feet (150') from the centerline of a public road shall have turnarounds as approved by the building inspector and road department.
   F.   Turnout: Dead end access roads in excess of five hundred feet (500') shall have a turnout so that vehicles can pass each other without getting off of a graveled surface. If the length is less than five hundred feet (500') and the entire length of the access road is not visible from the public road, a turnout is required. These turnouts shall be placed midway between public road and end of private lane or every five hundred feet (500') if more than one is required with unobstructed view between turnouts. A turnout shall be graveled surface at least twenty feet (20') in width and fifty six feet (56') in length as shown in subsection 8-15-6A of this chapter. (Ord. 2009-03, 6-15-2009)

8-15-5: GENERAL GUIDE; COMPLETE POLICY:

This is a general guide to assist in understanding what types of road may be required and how these requirements may be satisfied. Copies of the complete policy are available from the planning and zoning administrator.
   A.   Private Road:
      1.   For one to four (4) dwellings, drivable surface must be a minimum of twelve feet (12') wide.
      2.   For more than four (4) dwellings, county road standards must be met.
   B.   Surface: As defined by roadway standards and development procedures for Payette County and highway district 1.
   C.   Turnaround: As defined by roadway standards and development procedures for Payette County and highway district 1. (Ord. 2009-03, 6-15-2009)
