Any use permitted in Heavy Industrial District.

Any of the following uses shall be permitted when authorized as a conditional use by the township council after recommendations of the planning agency pursuant to Article XXXVI of this Ordinance:

District Area: No Resource Recovery District shall be less than ten (10) acres.

Lot Area and Width: A lot of not less than four (4) acres and a lot width of not less than four hundred (400) feet at the building line shall be provided for any building or structure or equipment erected for the uses permitted in this district.

Lot Area Ratio: Principal and accessory buildings shall not occupy more than thirty-three and one-third (33 1/3) per cent of the lot area, except when authorized as a special exception.

Yard Requirements.

Height regulations: Exclusive of stacks, the maximum height of buildings, equipment or other structures erected or enlarged in this district shall be forty (40) feet. Where the facility requires a stack, the height thereof shall be determined by reference to good engineering principals as required to meet DER/EPA regulations and standards.

Maximum impervious surface coverage: Eighty-five (85) percent of the total tract area, including buildings, driveways, parking and storage areas.

Green space area requirement: The minimum required green space area on any lot shall not be less than fifteen (15) percent.

Except for materials to be recycled such as glass, metal, paper, rags, etc., waste material to be processed at an incinerator or resource recovery facility may be stored only within the confines of a building in a holding pit or bunker. Under no circumstances shall such pit or bunker be built with a capacity larger than will accommodate or hold a four-day supply of material for the incinerator or resource recovery facility.

The owner/operator of a permitted facility shall be required to establish a screening buffer area around the perimeter of the property on which the facility is operated with a minimum depth of fifty (50) feet. The buffer shall be planted with a double row of evergreen trees and shrubs which shall be a minimum of eight (8) to ten (10) feet high and which shall be set on not more than twenty-five-foot centers. The owner/operator shall be required to maintain this buffer area and the plantings thereon in good condition at all times. The landscape plan for the facility shall require the approval of the Council of Plymouth Township prior to the issuance of a permit for the facility.

Site Plan: A site plan shall be submitted which meets all of the requirements of the Plymouth Township Subdivision and Land Development Ordinance.

Environmental Impact Study: An environmental impact study, prepared by independent consultants acceptable to the Township, shall be provided which complies with section 8-100 of the Plymouth Township Solid Waste Management Ordinance.

Fiscal Impact Study: A fiscal impact study, prepared by independent consultants acceptable to the Township, shall be provided analyzing the fiscal impact of the proposed use on existing community facilities and services including, but not limited to, projections of direct public costs and revenues associated with the proposed use.

Project Description: A complete description of the proposed conditional use shall be provided, including descriptions of the proposed facilities, processes and equipment, the estimated useful life of the facility, the intended hours of operation, estimated user costs, estimated volumes of material incoming and to be disposed of, and such other information as may be required necessary for the township to evaluate the application.
