The city shall enforce and administer the provisions of this title. Failure of the city to pursue appropriate legal remedies shall not legalize any violation of such provisions. Reasonable legal fees incurred by the city in enforcement hereof may be assessed as an additional penalty for violation of this title.

Any person violating, causing or permitting the violation of the provisions of this title shall be guilty of a Class C misdemeanor, subject to penalty as provided in PCC 1-4-1, as amended. Any such person shall be deemed to be guilty of a separate offense for each and every day during which any violation of this title is committed, continues or results from the action or inaction of such person.
