Except as provided in this chapter, the model water efficient landscape ordinance of the state of California, as contained in the California Code of Regulations, Title 23 Waters, Division 2 Department of Water Resources, Chapter 2.7 Model Water Efficient Landscape Ordinance, and as amended from time to time by the state of California, is hereby adopted by reference as the water efficient landscape ordinance of the city of Rolling Hills Estates. A copy of the current model water efficient landscape ordinance of the state of California will be maintained in the planning department of the city of Rolling Hills Estates and will be made available for public inspection during regular business hours.

A.
The use of artificial turf in landscape areas is prohibited in the public right-of-way, including easements across the front yard areas of residential streets, where there are no improved sidewalks.
B.
The landscape area of any front yard and any street-facing side yard area may not contain more than 25% of artificial turf.
C.
Any use of artificial turf in a front yard or street-facing side yard landscape area requires a zone clearance approval by the planning department prior to installation. As part of such application process, the applicant must submit a sample of the proposed artificial turf. In reviewing such applications, the planning director is authorized to determine whether the proposed artificial turf is of sufficient quality in order to maintain an attractive appearance over the anticipated lifetime of the product.
D.
All uses of artificial turf approved by the planning department under subsection C. must be professionally installed; and must be maintained in good order at all times.
