R-3 HIGH-DENSITY

MULTIPLE-FAMILY RESIDENTIAL DISTRICT

§ 154.140 INTENT AND PURPOSE.

   (A)   To provide a higher-density rental or leased dwelling unit alternative for those citizens who prefer to live in an apartment or similar-type dwelling unit; to provide uniform standards for safe water supplies, and sewage disposal; and to promote the characteristics compatible with the existing rural and small town atmosphere.
   (B)   They are typically located adjacent to existing higher-density residential uses and multi-family housing separated to the extent possible from lower-density, single-family areas.
   (C)   Possible uses in these areas are apartment complexes, condominiums, duplexes, apartments, townhouses, or any combination of these, senior citizen housing, and nursing homes. Anticipated densities may be up to 15 units per acre; provided, the appropriate public services are available.

§ 154.141 USES ALLOWED BY RIGHT.

   (A)   Apartments;
   (B)   Condominiums;
   (C)   Duplexes; and
   (D)   Townhouses.

§ 154.142 ACCESSORY USES.

   Uses customarily incidental to the permitted uses including:
   (A)   Parking areas;
   (B)   Solid waste collection and storage facilities;
   (C)   Laundry facilities;
   (D)   Open space and recreational uses;
   (E)   Meeting rooms, group kitchens, and food service facilities, when designed solely for the use of residents of the development; and
   (F)   Maintenance and storage buildings, when designed solely for the operation and maintenance of the development.

§ 154.143 SPECIAL LAND USES.

   Farming activities undertaken pursuant to the State Right to Farm Act, and exercised in accordance with generally-accepted agricultural and management practices.

§ 154.145 GENERAL DISTRICT STANDARDS AND REQUIREMENTS.

   (A)   For corner lots, the side yard adjoining the street shall maintain a minimum setback of not less than 50 feet.
   (B)   Accessory structures detached from the principal structure located in the rear yard area may be constructed to not less than ten feet from the rear lot line and ten feet from the side lot lines, or in accordance with the corner lot setbacks.
   (C)   No building, structure, or premises shall be used, erected, or structurally altered, except that there be, provided on the same lot as the principal use intended to be served off-street parking spaces sufficient for two automobiles of standard size for each dwelling unit.
   (D)   No zoning permit shall be issued and no lot shall be utilized unless the same fronts on, or abuts, a public road, which shall serve as a right-of-way to all abutting owners and to public vehicles and/or utilities. Access must be provided on an improved major, secondary, or collector public street. Fencing and parking may be located in the required side or rear setback area.
