SIGNS

10.1 - SIGNS

10.1-1

Compliance with Sign Control Regulations. No sign shall be installed on any property within the Village, unless such sign complies with the "SIGN CONTROL PROVISIONS" located within Chapter 150 of the Code of Round Lake Park entitled "BUILDING REGULATIONS."

10.1-2

Residence Districts.

a.

All Residence Districts. The following non-flashing, non-illuminated signs shall be permitted in all residence districts.

Prior to the issuance of a building permit, the Zoning Administrator shall determine that the design of the sign and material of the sign are in general conformance to the following:

1.

Any original shape of sign is acceptable. Unique lettering, carved hewn surfaces with tastefully blended colors are encouraged. The applicant is further encouraged to seek assistance from the Zoning Administrator prior to the construction of a sign.

2.

Materials - Preference is given to stained and painted woods or timbers, antique and hammered metals, old brick and old masonry materials.

b.

Nameplate and Identification Sign - Subject to the following:

1.

Area and Content - Residential. Any sign located within a Residential District must comply with the regulations contained within the "SIGN CONTROL PROVISIONS" located within Chapter 150 of the Code of Round Lake Park entitled "BUILDING REGULATIONS."

c.

"For Sale" and "For Rent" Signs - Subject to the following:

1.

Area and number. There shall be not more than one (1) such sign per zoning lot, except that on a corner zoning lot, two (2) signs—one (1) facing each street shall be permitted.

2.

Location. No sign shall be located less than fifteen (15) feet from any property line.

3.

Time Limit. Sign permit must be renewed every four (4) months.

d.

Signs Accessory to Parking Area - Subject to the following:

1.

Area and Number. Signs designating parking area entrances or exits are limited to one (1) sign for each such unit or entrance. One (1) sign per parking area, designating the conditions of use or identity of such parking area shall be permitted. On a corner lot, two (2) such signs one (1) facing each street—shall be permitted.

2.

Projection. No sign shall project beyond the property line into the public way.

e.

All Residence Districts. The following illuminated non-flashing signs shall be permitted in all residence districts:

Church Bulletin Boards - Subject to the following:

1.

Area and Number. There shall be not more than one (1) sign per lot, except that on a corner lot, two (2) signs one facing each Street shall be permitted. No sign shall be closer than eight (8) feet from any other zoning lot.

2.

Location. No sign shall be located less than fifteen (15) feet from any Street right-of-way line.

R-4 Multiple Family Residence District.

a.

Nameplate and Identification Sign for each multi family dwelling structure containing eight (8) or more dwelling units, or for each multiple-family development containing eight (8) or more dwelling units, the following illuminated, non-flashing signs are permitted under the conditions specified:

1.

Area, Content, and Type. There shall be permitted not more than one (1) wall or ground sign for each isolated multiple-family structure or for each group of two (2) or more multiple- family structures in a development, except that on a corner lot, or on a lot having more than one (1) street frontage, one (1) sign facing each Street shall be permitted.

2.

Location. No sign shall be located less than fifteen (15) feet from any property line.

Residence Districts.

a.

All Residence Districts. The following non-flashing, non-illuminated signs shall be permitted in all residence districts.

Area and Content - Residential. There shall not be more than one (1) nameplate not exceeding four (4) square feet in area, for each dwelling unit, indicating the name or address of the occupant. On a corner lot, two (2) such nameplates for each dwelling unit—one (1) facing each street—shall be permitted. No sign shall be located less than two (2) feet from any property line.

2.

Area Content - Nonresidential. For nonresidential buildings, a single identification sign, not exceeding thirty-two (32) square feet in area and indicating only the name and address of the building may be displayed. On a corner lot, two (2) such signs—one (1) facing each street—shall be permitted. No sign shall be located less than fifteen (15) feet from any property line. No sign shall project higher than twelve (12) feet above curb level.

c.

"For Sale" and "For Rent" Signs - Subject to the following:

1.

Area and number. There shall be not more than one (1) such sign per zoning lot, except that on a corner zoning lot, two (2) signs—one (1) facing each street—shall be permitted. No sign shall exceed 12 square feet in area.

2.

Location. No sign shall be located less than fifteen (15) feet from any property line.

3.

Height. No sign shall project higher than eight (8) feet above curb level.

4.

Time Limit. Sign permit must be renewed every four (4) months.

5.

In a new residential development, one entrance sign, of sixty (60) square feet will be allowed. This sign will allow name of the development, lots and units for sale and identification of principals. This sign must be removed or a permit for extension must be obtained within two years of issuance of the original permit.

d.

Signs Accessory to Parking Area - Subject to the following:

1.

Area and Number. Signs designating parking area entrances or exits are limited to one (1) sign for each such unit or entrance, and to a maximum size of four (4) square feet each. One (1) sign per parking area, designating the conditions of use or identity of such parking area, and limited to a maximum size of nine (9) square feet, shall be permitted. On a corner lot, two (2) such signs—one (1) facing each street—shall be permitted.

2.

Projection. No sign shall project beyond the property line into the public way.

3.

Height. No sign shall project higher than seven feet above curb level.

e.

All Residence Districts. The following illuminated non-flashing signs shall be permitted in all residence districts: Church Bulletin Boards - Subject to the following:

1.

Area and Number. There shall be not more than one (1) sign per lot, except that on a corner lot, two (2) signs—one facing each Street—shall be permitted. No sign shall exceed fourteen (14) square feet in area nor be closer than eight (8) feet from any other zoning lot.

2.

Location. No sign shall be located less than fifteen (15) feet from any Street right-of-way line.

3.

Height. No sign shall project higher than six (6) feet above the curb level.

f.

Nameplate and Identification Sign for any non-residential public or quasi-public use—subject to the following:

1.

Area and Number. There shall be not more than one (1) sign per lot, except that on a corner lot, two (2) signs one facing each street shall be permitted. No sign shall exceed thirty-two (32) square feet in area nor be closer than eight (8) feet from any other zoning lot.

2.

Location. No sign shall be located less than fifteen (15) feet from any Street right-of-way line.

3.

Height. No sign shall project higher than twelve (12) feet above ground level.

4.

Lighting. Such sign shall be neither flashing nor animated, nor internally illuminated; but may be illuminated only from a concealed exterior light source, until 11:00 p.m. or any later hour permitted by law.

R-4 Multiple Family Residence District.

a.

Nameplate and Identification Sign for each multifamily dwelling structure containing eight (8) or more dwelling units, or for each multiple-family development containing eight (8) or more dwelling units, the following illuminated, non-flashing signs are permitted under the conditions specified:

1.

Area, Content, and Type. There shall be permitted not more than one (1) wall or ground sign for each isolated multiple-family structure or for each group of two (2) or more multiple-family structures in a development, except that on a corner lot, or on a lot having more than one (1) street frontage, one (1) sign facing each Street shall be permitted. No sign shall exceed sixteen (16) square feet in area.

2.

Location. No sign shall be located less than fifteen (15) feet from any property line.

3.

Height. No sign shall project higher than twelve (12) feet above ground level.

4.

Lighting. Such signs shall be neither flashing nor animated, nor internally illuminated; but may be illuminated only from a concealed light source, until 11:00 p.m., or any later hour permitted by law.

Commercial Districts.

a.

All commercial districts. Illuminated, non flashing business signs are permitted, subject to the following:

Lighting

1.

Location. All franchise or internally lit signs must be set back a minimum of forty-five (45) feet from the front lot line and a minimum of fifteen (15) feet from any other lot line.

2.

The gross area in square feet of all signs of a zoning lot shall not exceed one hundred fifty (150) square feet for single faced signs or three hundred (300) square feet for double faced signs of such zoning lot; however, the gross surface area of all illuminated signs shall not exceed one hundred (100) square feet single faced or two hundred (200) square feet for double faced sign. Where more than three (3) signs are located on any zoning lot, each succeeding sign, respectively, shall reduce the total allowable sign area by 20 percent.

3.

No sign shall project more than sixty (60) inches from the face of the wall.

4.

No sign shall project higher than thirty (30) feet above curb level, when located forty-five (45) feet back from front lot line. For every additional four (4) feet set back from the minimum forty-five (45) feet, an additional three (3) feet in height can be added to a maximum height of forty-two (42) feet.

5.

No illuminated signs in windows are permitted in Commercial districts.

6.

Lettering or letters shall not be larger from the top to bottom than twenty-four (24) inches.

7.

Lettering or letters shall not denote other than the name and address of the business conducted on the premises and/or a product or products produced or sold or service rendered therein.

b.

Signs Accessory to Automobile Service Stations. The following signs accessory to automobile service stations are permitted.

1.

Racks for the orderly display of cans of engine oil may be located on or at the ends of each pump island.

2.

Two (2) tire racks (not more than eight (8) feet in height, six (6) feet in length, and five (5) feet in depth) for the purpose of displaying new tire casing, shall be permitted for each gasoline or tire service station. Such racks shall comply with all setback and yard requirements.

3.

Items for sale on the premises cannot be displayed within twenty-five (25) feet of the property line, provided that said display must comply with all applicable bulk regulations. Products may be displayed under pump island canopies or between pumps within the area of the pump island base.

Portable signs, placards, pennants, streamers, flags, (except government flags) revolving placards and all other signs not specifically permitted are prohibited.

c.

Shopping Centers. All shopping center signs to be handled under special use. Special permit will be required.

Industrial Districts.

a.

All Industrial Districts. Illuminated non-flashing business signs are permitted subject to the following conditions:

1.

The gross area in square feet of all signs of a zoning lot shall not exceed one hundred fifty (150) square feet for single faced signs or three hundred (300) square feet for double faced signs of such zoning lot; however, the gross surface area of all illuminated signs shall not exceed one hundred (100) square feet single faced or two hundred (200) square feet for double faced signs. Where more than three (3) signs are located on any zoning lot, each succeeding sign, respectively, shall reduce the total allowable sign area by 20 percent.

2.

No sign shall be located less than fifteen (15) feet from any property line.

3.

No sign shall project higher than fifteen (15) feet above curb level.

4.

One street frontage sign shall be permitted, and such sign shall advertise only the name and location of the industrial use.

b.

Industrial Parks. For industrial parks, one additional sign on each street frontage other than those regulated in (4) above, shall be permitted subject to the following:

1.

Such sign shall advertise only the name and location of such industrial park and the name and type of business of each occupant of the park.

2.

The gross area in square feet of the additional sign on a zoning lot shall not exceed the lineal feet of frontage of such zoning lot: however, the gross surface area of such additional sign, if illuminated, shall not exceed one-half (½) the lineal feet of frontage of such zoning lot.

3.

Such sign shall be set back a minimum of fifteen (15) feet from the front lot line of such industrial park.

4.

No sign shall project higher than thirty (30) feet above curb level.
