ARTICLE II

INTENT AND PURPOSE

This zoning ordinance is adopted for the purpose of improving and protecting the public health, safety, comfort, convenience, and general welfare of the people. The fulfillment of this purpose is to be accomplished by seeking the following objectives:

2.1 To limit congestion in the public streets and to protect the public health, safety, convenience and general welfare, by providing for the off-street parking of motor vehicles and the loading and unloading of commercial vehicles.
2.2 To prevent the overcrowding of land and undue concentration of structures in each zoning district, thereby ensuring proper living and working conditions and preventing the development of blight and slums.
2.3 To provide adequate light, pure air, privacy and convenience of access to property.
2.4 To facilitate the provision of adequate transportation, and of other public requirements and services such as water, sewage, schools and parks.
2.5 To conserve the values of property throughout the Village and to protect the character and stability of residential, business and industrial areas.
2.6 To provide for the gradual elimination of nonconforming uses of land, buildings and structures which would adversely affect the character and value of structures and neighborhoods.
2.7 To divide the Village into districts of such number, shape, area, and of such different classes, according to the use of land, buildings, the height, and bulk of buildings, the intensity of use, and the area of open spaces and recreational spaces, as may be deemed best suited to carry out the purposes of this ordinance.
2.8 To lessen or avoid the hazard to persons and damage to property resulting from the accumulation of run-off or storm or flood waters.
2.9 To preserve and insure the preservation of natural resources.
2.10 To preserve and insure the preservation of acres of historical and architectural significance.
2.11 To prevent the overcrowding of land and undue concentration of structures, so far as is possible and appropriate in each district, by regulating the use and bulk of buildings in relation to the land surrounding them.
2.12 To conserve the taxable value of land and buildings throughout the Village.
2.13 To avoid the inappropriate development of lands and provide for adequate drainage, curbing of erosion, and reduction of flood damage.
2.14 To fix reasonable standards to which buildings and structures shall conform.
2.15 To prevent such additions to, and alterations or remodeling of, existing buildings or structures as would not comply with the restrictions and limitations imposed herein.
2.16 To foster a more rational pattern of relationship between residential, business, commercial, and manufacturing uses for the mutual benefit of all.
2.17 To isolate or control the location of unavoidable nuisance pro during uses, and to protect against fire, explosion, noxious fumes, and other dangers.
2.18 To define the powers and duties of the administrative and enforcement officers and bodies.
2.19 To prescribe penalties for any violation of the provisions of this ordinance, or of any amendment thereto.

 

The standards and requirements contained in this ordinance, and the district mapping reflected on the Round Lake Park Zoning District Map, are intended to implement the objectives of the Comprehensive Plan for the Village of [Round Lake Park].
