Sign Regulations for "FP", "KP", "PS", "NU", and All "R" Districts.

—The regulations governing signs in the "FP" Flood Plain District, "KP" Karst Preservation District, "PS" Park and Scenic District, "NU" Non-Urban District, and all "R" Residence Districts shall be as follows:

1.

General regulations.

(1)

All signs in the "PS" Park and Scenic District may be illuminated by internal light sources and external light sources consisting of uplighting or floodlighting but shall not flash, blink or be animated in any way.

(2)

Commercial sponsorship signs shall be permitted in the "PS" Park and Scenic District. They shall be limited in size to fifteen (15) square feet in area each. Commercial sponsorship signs recognize public or private entities whose time, talent and/or financial support made possible the construction, rehabilitation, or maintenance of recreational facilities within the park. No freestanding signs or electronic signs other than scoreboards and commercial sponsorship signs shall be permitted in the "PS" Park and Scenic District. The location, size and number of these signs shall be as approved by the Department of Parks and Recreation.

Identification signs may include an electronic message board.

A church or a place of worship located in the "NU" Non-Urban District, "KP" Karst Preservation District or any "R" Residence District shall be permitted one (1) freestanding monument and one (1) flat attached identification sign on the same premises. A church or a place of worship in the "NU" Non-Urban, "KP Karst Preservation District or any "R" Residence District which has frontage on two (2) or more roadway streets, shall be permitted one (1) freestanding and one (1) flat attached identification sign on the same premises fronting on not more than two (2) such roadways on which it has frontage. No part of any monument sign shall extend more than eight (8) feet above grade. The portion of such sign consisting of a board or surface for information shall not exceed fifty (50) square feet in area, exclusive of one (1) religious symbol without lettering, which may have an additional outline area not exceeding fifty (50) square feet. However, a church or place of worship that contains a school, child care center or adult day care center as an accessory use located in the "NU" Non-Urban District, "KP" Karst Preservation District or any "R" Residence District shall be permitted one (1) freestanding monument and one (1) flat attached identification sign not to exceed seventy-five (75) square feet in outline area per facing on not more than two (2) roadways on which it has frontage.

Hospitals, recreation facilities, schools, libraries, child care centers, or adult day care centers, auditoriums, and similar facilities for public assembly located in the "NU" Non-Urban District, "KP" Karst Preservation District or any "R" Residence District shall be permitted one (1) freestanding monument and one (1) flat attached identification sign not to exceed fifty (50) square feet in outline area per facing on not more than two (2) roadways on which it has frontage.

The size, height, number, location, and design of signs for entertainment complexes shall be as authorized via a comprehensive sign package approved for that entertainment complex by the Planning Commission. The comprehensive sign package shall include size, numbers, height and location of all signs within the entertainment complex. Sign structure and sign face shall employ a color scheme common to both the associated buildings and to other related signage on the site. The sign structure and sign face shall be integrated to create a singular visual element. The size, height, number, and setbacks of signs authorized via the comprehensive sign package shall be specified via the site specific conditions of development. Any sign in excess of two hundred (200) square feet shall be set back a minimum of five hundred (500) feet from any single family residence.

The size, height, number, location, and design of signs for institutional uses including but not limited to secondary schools, universities, and community centers with campuses exceeding twenty (20) acres, as determined by the Director of Planning, shall be as authorized via a comprehensive sign package approved by the Planning Commission. The comprehensive sign package shall include size, number, height, and location of all signs within the institutional use. Sign structure and sign face shall employ a color scheme common to both the associated buildings and to other related signage on the site. The sign structure and sign face shall be integrated to create a singular visual element. The size, height, number, logo and/or name placement, and setbacks of signs authorized via the comprehensive sign package shall be as approved on the comprehensive sign package.

Community gardens developed as an accessory use are permitted one (1) freestanding sign not to exceed thirty (30) square feet in outline area per facing.
