Fees.

—1. In the administration of the provisions of this chapter, the Director of Planning shall collect fees, at the time of the filing of a petition or an application, for the various procedures as stated in this section and for site plan review as required by Section 1003.179 of this chapter or by the planned district ordinance or special procedure pertaining to the property in question.

The filing fees for a petition for change of zoning district boundaries or district classification shall be one thousand five hundred dollars ($1,500.00). Requests for planned districts and special procedures shall be subject to additional fees as set forth in this section.

3.

The application fee for a conditional use permit, special business permit, or landmark and preservation area procedure shall be one thousand five hundred dollars ($1,500.00).

The application fee for a planned district, including C-8 Planned Commercial District, an M-3 Planned Industrial District, and an MXD Mixed Use Development District shall be two thousand dollars ($2,000.00).

The application fee for a planned environment unit procedure shall be one thousand five hundred dollars ($1,500.00).

6.

The application fee for a commercial-industrial designed development procedure shall be one thousand five hundred dollars ($1,500.00).

7.

The application fee for a density development shall be five hundred dollars ($500.00).

The re-advertisement fee for a previously postponed petition for a change of zoning district boundaries, district classification, or special procedures shall be five hundred dollars ($500.00), except in those instances where the postponement request was received beyond the required notification period as described in Section 1003.300 "Procedure for Amending the Zoning Ordinance." A re-advertisement fee of one thousand dollars ($1,000.00) shall be required in these instances.

A fee of three hundred dollars ($300.00) shall be established for the review of a site development plan when required by Section 1003.179 of this chapter or by the planned district ordinance or special procedure pertaining to the property in question. For review of a site development plan that extends beyond three (3) reviews, an additional one hundred dollar ($100.00) review fee shall be assessed per review.

A fee of five hundred dollars ($500.00) shall be established for the review of a request to amend conditions of an existing planned district ordinance or special procedure permit.

A fee of one hundred fifty dollars ($150.00) shall be assessed for the review of a request for an extension of time for a site development plan from the planning commission or the planning department.

12.

The fees to be charged for the various procedures in this chapter are not refundable, except where a petition or application is withdrawn prior to advertising or posting of public hearing notices for the petition or application, and then only by order of the county council.

13.

A fee of three hundred dollars ($300.00) shall be assessed for the review of architectural elevations when required by the planned district ordinance or special procedure pertaining to the property in question.

14.

A bond in the amount of one thousand dollars ($1,000.00) for the removal of any temporary buildings or trailers used as construction offices, field offices or for storage of materials to be used in connection with the development of a tract shall be posted with St. Louis County.

15.

A bond in the amount of one thousand dollars ($1,000.00) guaranteeing removal of any temporary real estate offices or sales offices shall be posted with St. Louis County prior to commencement of use.

Applications for flood plain certification shall be upon the form designated by the Director of Transportation and Public Works, and shall include the locator number of the parcel of land for which certification is sought. The Director of Transportation and Public Works shall collect a fee of one hundred dollars ($100.00) for the issuance of certification for each tract of ground.

Applications for zoning verifications and zoning compliance certification shall be upon the form designated by the Director of Planning, and shall include the locator number of the parcel of land for which verification or certification is sought. The Director of Planning shall collect a fee of one hundred dollars ($100.00) for the zoning verification for each lot or parcel of ground. Fees for zoning compliance certification of the existing site shall be one hundred dollars ($100.00) for each lot or parcel of ground. Zoning compliance certification requests which involve site inspections that require more than two (2) hours, including travel time, shall be charged an additional fifty dollars ($50.00) for each additional one-half (½) hour or fraction thereof.

18.

Application for location verification shall be upon the form designated by the Director of Planning. The Director of Planning shall collect a fee of two hundred dollars ($200.00) for the location verification of any land use requiring such verification, including but not limited to self-storage facilities, marijuana facilities, and vehicle wash facilities.
