In order to meet the purposes of the O-R-D zone, the planning commission shall consider the following prior to approval of any plan:

A.

The development shall provide on-site amenities and appropriate buffering to adjacent properties and uses.

B.

The scale of the development shall be in character with the surrounding land uses.

C.

Safe access shall be provided within the site and to public streets.
