To facilitate public understanding of this chapter and for its better administration, all words in this chapter shall carry their customary meanings except as specifically defined in the annexed Appendix A. Such Appendix A is hereby adopted and declared to be a part of this chapter and may be amended in the same manner as any other part of this chapter.[1]

Words used in the present tense include the future, and the plural includes the singular, the word "lot" includes the word "plot"; the word "shall" is mandatory; "occupied" or "used" shall be considered as though followed by the words "or intended, arranged or designed to be used or occupied."
