Notwithstanding any other section of this chapter, no use or structure shall be established nor shall a building permit be issued to establish a use or structure in a Special Flood Hazard Area identified by the Federal Insurance Administration until such time as any and all applicable conditions of Chapter 240, Flood Damage Prevention, have been complied with.
