PART 1

TITLE AND PURPOSE

§ 27-1 Title.

This chapter and maps shall be known as, and may be cited as, "The Saxonburg Borough Zoning Ordinance" in accordance with and exercising the authority of the Pennsylvania Municipalities Planning Code, Act 247.

§ 27-2 Purpose.

1. 
This chapter is hereby adopted to:
A. 
Regulate and restrict the location and use of buildings, structures and land for residence, agriculture, trade, commerce, recreation, industrial and other purposes;
B. 
Regulate the height, number of stories, size and placement of buildings and other structures; and,
C. 
Divide the Borough or any portion thereof into districts of such size, shape and area, and to establish such Official Maps as may be deemed best suited to carry out the regulations and provide for their enforcement.
2. 
Such regulations are deemed necessary in order to:
A. 
Promote the interest of health, safety, morals and the general welfare;
B. 
Secure safety from fire and to provide adequate open spaces for light and air;
C. 
Conserve and stabilize property values;
D. 
Preserve forests, recreation and agricultural lands from conflict with urban development;
E. 
Facilitate the economic provision of adequate transportation, water, sewerage, schools, parks and other public requirements; and,
F. 
Prevent the overcoming of land, blight, danger and congestion in travel and transportation, loss of health, life or property from fire, flood, panic or other dangers.

§ 27-3 Statement of Community Development Objectives.

In addition to the general purposes and intents behind adoption of this chapter by Saxonburg Borough, the following specific community development objectives have been considered as a basis upon which the regulations and controls of this chapter are derived.
A. 
To further develop and maintain a pleasant attractive, healthful and safe environment for those living in or visiting the Borough. This would include adequate provisions for basic human needs in relation to living and working activities; maximum feasible choice in regard to the location and kind of living units desired; opportunity for heterogeneous personal contracts; proper distribution of population at adequate densities; rational and integrated land use relationships and patterns; and the minimization of health and safety hazards.
B. 
Assurance of safe, adequate and attractive housing inventory for the entire Borough population.
C. 
Development of a transportation system that provides safe and efficient movement of people and goods in and through the Borough.
D. 
Provisions of public facilities and services capable of providing adequate levels of services and located so as to be conveniently assessible to existing and future population.
E. 
Preservation of the natural and man-made historic, scenic and other amenities of the Borough.
F. 
Coordination of local planning efforts and activities with those of other agencies, groups, organizations and governmental units in time, space and in relation to expenditures.
G. 
Preservation and enhancement of the Borough's resources.
H. 
Reduction to the lowest possible levels of activities or actions that contribute directly or indirectly to unhealthful environmental pollution or unnecessary environmental intrusions.
