Any person who wilfully violates, disobeys, omits, neglects or refuses to comply with or resists the enforcement of this title or its provisions shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of not in excess of one thousand dollars or by imprisonment in jail for not to exceed ninety days or by both such fine and imprisonment.
