All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Whenever the provisions of this ordinance and the provisions of any other city ordinance or statute apply to the same or similar subject matter, that ordinance or statute requiring the most restrictive standards shall govern.

Should any article or section or part thereof of this ordinance be declared invalid or unconstitutional by any court of competent jurisdiction, such declaration shall not affect the validity of the ordinance as a whole or any part thereof which is not specifically declared to be invalid or unconstitutional.

This ordinance shall take effect and shall be in force from and after the first day of March, 1974.
