SATELLITE ORDINANCE
1.
Residential. A satellite receiving antenna may be located in any residential district provided that the same:
a.
Shall be neutral in color and bear no advertising emblem or information other than the name of the manufacturer in letters not to exceed two (2) inches in height.
b.
Shall be compatible with the appearance and character of the neighborhood and its full impact shall be reduced by screening with either a fence, wall or hedge screening.
c.
Shall be limited to one (1) per lot.
d.
Shall not exceed twelve (12) feet in height above the ground.
e.
Shall not be roof mounted or mounted on the side of a structure.
f.
Shall be located only in a rear yard a minimum of ten (10) feet from any lot line.
g.
Shall be allowed only by special use permit which application shall be made to the president and board of trustees upon payment of a fifty-dollar fee in addition to payment of a twenty-five-dollar processing fee. (See Fee Schedule in Village Code)
2.
Local business. A satellite receiving antenna may be located in any local business district provided that the same:
a.
Shall be neutral in color and bear no advertising emblem or information other than the name of the manufacturer in letters not to exceed two (2) inches in height.
b.
Shall be compatible with the appearance of the neighborhood.
c.
Shall be limited to one (1) per lot or per building, whichever is less.
d.
Shall not exceed twelve (12) feet in diameter.
e.
If roof mounted, shall be to a maximum height of thirty-five (35) feet. Additional requirements shall apply to roof mounted satellite receiving antennas.
f.
If not located directly on the ground, shall not be constructed any closer to the ground than ten (10) feet and shall not be visible between ground level and ten (10) feet above ground level from any street adjoining the lot.
g.
Ground mounted—Not to be located between a building and a front lot line. The full impact of satellite receiving antennas shall be reduced by screening. If the subject parcel adjoins a residential district, all antennas shall be placed a minimum of ten (10) feet from any lot line and effectively screened by a fence, wall or dense screening hedge to a maximum height of six (6) feet. Said fence, wall or hedge shall be located on or near the lot line bounding the R1 district and shall otherwise comply with the applicable zoning requirements governing its location. Shall be located only in a rear yard a minimum of ten (10) feet from any lot line.
h.
Shall be allowed only by special use permit which application shall be made to the president and board of trustees upon payment of a fifty-dollar fee in addition to payment of a twenty-five-dollar processing fee. (See Fee Schedule in Village Code)

g.
Ground mounted not to be located between a building and a front lot line. The full impact of satellite receiving antennas shall be reduced by screening. If roof mounted, shall be to a maximum height of thirty-five (35) feet. Additional requirements shall apply to roof mounted satellite receiving antennas.
f.
Shall not be visible between ground level and ten (10) feet above ground level from any street adjoining the lot.
g.
Ground mounted not to be located between a building and a front lot line. The full impact of satellite receiving antennas shall be reduced by screening. If the subject parcel adjoins a residential district, all antennas shall be placed a minimum height of six (6) feet. 5.
Satellite receiving antenna construction.
a.
All satellite receiving antennas shall comply with BOCA and FCC requirements.
b.
The construction and installation or all satellite receiving antennas shall conform to applicable village building code and electrical code regulations and requirements.
c.
Satellite receiving antennas shall be constructed of noncombustible and corrosive-resistant material.
d.
Satellite receiving antennas shall be constructed and erected in a secure and a wind-resistant manner. The antenna shall be wind-resistant enough to withstand eighty-five-mile per hour winds normally and seventy-mile per hour winds when combined with ice, without sustaining damage.
e.
The satellite receiving antenna must be adequately grounded for protection against a direct strike of lightning.
f.
Roof-mounted satellites shall have a certification from a structural engineer regarding the location stating that the structure is capable of handling the antenna and that said antenna does not provide any additional stress which the structure cannot bear.
g.
All satellite receiving antennas must be stationary and may not be installed on a portable or movable device.
h.
All applications for construction of a satellite receiving antenna must be accompanied by a landscape plan which will reduce the visual impact from surrounding properties and public streets.
Said landscape plan must be installed and maintained during the period that said antenna is in operation.

5.

a.
