This Ordinance shall be published in pamphlet form. Notice of the passage of this Ordinance shall be published in one issue of the official newspaper of the City of Spring Valley, such official newspaper being published weekly, by publication of a descriptive caption or title of this Ordinance, statement in summary of the purpose of this Ordinance, and the penalty for violation of this Ordinance, as provided by Article 1013 of the revised Civil Statutes of the State of Texas.
