No land shall be used except for a purpose permitted in the district in which it is located.

No building, including prefabricated buildings used for Accessory Uses, shall be erected, converted, enlarged, reconstructed, moved or structurally altered, nor shall any building be used, except for a use permitted in the district in which such building is located.

No building, including prefabricated buildings used for Accessory Uses, shall be erected, converted, enlarged, reconstructed or structurally altered except in conformity with the limitations and restrictions of the district in which such building is located.

Any person, firm, partnership, association, corporation, company, or organization of any kind who or which intentionally, knowingly, recklessly, or with criminal negligence violates any of the provisions of this Comprehensive Zoning Ordinance shall be deemed guilty of a misdemeanor, and, upon conviction thereof, shall be fined in an amount not to exceed two thousand dollars ($2000). Each day during which such violation shall exist or occur shall constitute a separate offence. The owner or owners of any property or of premises where any violation of this Comprehensive Zoning Ordinance shall occur, and any agent, contractor, builder, architect, person, or corporation who shall assist in the commission of such offence shall be guilty of a separate offence. and, upon conviction thereof, shall be punished as above provided. It is the responsibility of the City of Spring Valley to enforce the provisions of this Comprehensive Zoning Ordinance. The City is entitled to enforce this Ordinance by:

Imposition of the fines as provided for in this Section and recovery of such fines by appropriate civil suite for same; and

Suit for injunction against the violator to force either compliance with, or cessation of violations of this Comprehensive Zoning Ordinance or by other civil suit. The imposition of criminal penalties as provided for in this Section shall not be construed to prevent the City of Spring Valley from enforcing this Ordinance by suit for injunction or other civil remedy.
