CHAPTER 6

COMMERCIAL DISTRICTS

11-6.1-1: PURPOSE AND POLICY:

The purpose of the C-1 limited commercial and office district is to provide for the development of limited convenience commercial and office uses including retail, financial, service, governmental, and professional uses compatible with residential uses. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010)

11-6.1-2: DESCRIPTION:

The C-1 limited commercial and office district is characterized by residential scale structures suitable for small businesses, retail facilities, and office uses. Typically the C-1 limited commercial and office district is located on arterial or secondary thoroughfares which had previously been developed with residential structures suitable for conversion or which abut a single-family residential district. 11-6.1-3: PERMITTED USES:

   Educational institutions:
      Dancing schools and studios.
      Music schools.
   Office uses:
      Accounting, auditing, and bookkeeping services.
      Architects' offices.
      Attorney and law offices.
      Chambers of commerce.
      Detective agencies.
      Employment agencies.
      Engineering offices.
      Insurance agencies.
      Land surveyors' offices.
      Landscape architectural services.
      Merchants' associations.
      Newspaper offices.
      Offices, business and professional; miscellaneous.
      Political organization offices.
      Real estate offices.
      Secretarial services.
      Security and commodity brokers.
   Public and quasi-public uses:
      Forest preserves.
      Historical buildings and landmarks preserved for the public.
      Parks and playgrounds.
      Public libraries.
   Religious institutions:
      Churches, chapels, temples and synagogues.
      Religious reading rooms.
   Retail uses:
      Antique shops.
      Art galleries, but not including auction rooms.
      Bookstores.
      China and glassware stores.
      Coin, philatelic, stamp and numismatic stores.
      Drugstores and pharmacies.
      Florist shops.
      Gift shops.
      Ice cream shops.
      Jewelry stores.
      Picture framing, when conducted for on premises retail trade.
      Restaurants; entertainment, dancing, and serving of alcoholic beverages are prohibited. Drive-through prohibited.
      Stationery stores.
   Service uses:
      Artists' studios.
      Barbershops.
      Beauty shops.
      Clothes, hat and shoe repair stores.
      Fix it shops; for general minor repair.
      Interior decorating studios, including upholstering and making of draperies, slipcovers, and other similar articles, when conducted as part of the retail operations and secondary to the principal use.
      Photographic studios, including the developing of film and pictures, when conducted as part of the retail business on the premises.
      Signs, business and advertising, as regulated by chapter 10 of this title.
      Tailor and dressmaking shops.
      Travel agencies and bureaus, and transportation ticket offices. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010)

11-6.1-4: SPECIAL USES:

   Office uses:
      Dental offices and clinics.
      Medical offices and clinics.
      Planned unit developments.
      Public and quasi-public uses:
   Essential services such as commercial communication towers, electrical substations, telephone exchanges and gas regulator stations, provided that they are adequately screened.
   Fire stations.
   Government property. Other local, state and federal uses consistent with the purpose of this district.
   Police stations.
   Post offices.
   Recreational and social uses:
      Clubs and lodges, private and not for profit.
      Country clubs, health clubs, golf, tennis and/or swim clubs.
   Residential uses:
      Mixed use commercial and residential buildings.
      Residence of owner/proprietor of the principal use.
   Retail uses:
      Building material sales.
      Garden supply sales.
      Temporary outdoor sales not accessory to principal use.
   Service uses:
      Banks, savings and loans, and other financial institutions including with drive-up facilities.
      Currency exchanges.
   Similar and compatible uses to those permitted in the C-1 district. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010)

11-6.1-5: ACCESSORY USES:

In the C-1 limited commercial and office district, accessory uses and structures as regulated by this title may include the following as well as similar uses and structures:
   Electric vehicle charging stations.
   Fences, as regulated by section 11-4-5-6 of this title.
   Garages, carports and other parking spaces.
   Signs as further regulated by chapter 10 of this title. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010; amd. Ord. 2025-7, 4-17-2025)

11-6.1-6: BULK REGULATIONS:

In the C-1 limited commercial district, uses and structures shall conform to the following bulk regulations:
   A.   Minimum Lot Area: A minimum lot area is not required, except that planned unit developments shall conform to the required five (5) acre minimum.
   B.   Minimum Lot Width: A minimum lot width is not required.
   C.   Minimum Yards: The following minimum yards shall be provided and maintained:
      1.   Front Yard: Not less than fifty feet (50').
      2.   Side Yard: A minimum side yard of not less than ten feet (10') shall be required except:
         a.   A corner side yard shall be not less than fifteen feet (15').
         b.   A side yard adjoining residential dwelling units shall have a minimum side yard of twelve feet (12').
      3.   Rear Yard: Not less than twenty five feet (25').
   D.   Maximum Lot Coverage: The total ground area occupied by any principal building, together with all accessory buildings, shall not exceed thirty five percent (35%) of the total area of the lot.
   E.   Maximum Building Height: No building or structure shall be erected or structurally altered to exceed a height of thirty five feet (35'). (Ord. 2009-34, 12-3-2009, eff. 1-1-2010)

11-6.1-7: DISTRICT STANDARDS:

All of the property located in the C-1 district is subject to the general standards and regulations of this title. Property located in this district is also subject to the following standards:
   A.   Retail Or Service Only: All business establishments shall be retail or service establishments dealing directly with consumers. All goods produced on the premises shall be sold at retail on the premises where produced.
   B.   Operation Within Enclosed Structures: All business, service, storage and display of goods shall be conducted within completely enclosed structures except:
      1.   Off street parking and loading;
      2.   Outdoor sales accessory to garden supply stores and automobile service stations, and outdoor tables accessory to restaurants when permitted as a special use; and
      3.   Temporary open sales or sidewalk sales, when authorized pursuant to chapter 12, "Temporary Uses And Structures", of this title.
   C.   Restriction On Sales And Services Involving Parked Motor Vehicles: No business establishments, except automobile service stations or drive-in bank facilities when authorized as special uses, shall offer goods or services directly to customers waiting in parked motor vehicles, or sell beverages or food for consumption on the premises in parked motor vehicles.
   D.   Truck Parking: The parking of trucks as an accessory use, when used in the conduct of a permitted or special use listed in this article, shall be limited to vehicles of not over one and one- half (11/2) tons' capacity when located within one hundred fifty feet (150') of a residential district.
   E.   Limit On Warehousing: Warehousing and storage as an accessory use shall not exceed forty percent (40%) of the floor area of any building. For the purpose of this provision, basement floor areas shall be included in the computation of the floor area of the building.
   F.   Landscaping Of Required Yards: Required yards of developed lots shall be landscaped and unpaved except for necessary drives, parking areas and walks in accordance with section 11-4-10 of this title.
   G.   Parking Requirements: Off street parking and loading spaces shall be provided in accordance with chapter 9, "Off Street Parking And Off Street Loading", of this title.
   H.   Signs: Signs shall conform to the applicable requirements as set forth in chapter 10, "Signs", of this title.
   I.   Fencing And Screening: Fencing and screening shall be provided and regulated in accordance with sections 11-4-5-6 and 11-4-10 of this title.
   J.   Vehicle Sales: No business shall allow motor vehicles for sale on the premises without being licensed for such sales.
   K.   Vehicle Repairs: Automotive repair facilities, auto parts stores and vehicle rental facilities shall not permit vehicle repairs to be made within the off street parking areas. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010)

11-6.2-1: PURPOSE AND POLICY:

The C-2 neighborhood commercial district is designed to provide convenient, primary, neighborhood scale shopping centers. Consistent with village policy well planned, attractively landscaped and appropriately sited neighborhood shopping centers are encouraged. Utilization of the village planned unit development techniques is encouraged. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010)

11-6.2-2: DESCRIPTION:

The C-2 neighborhood commercial district will typically be located at or near the intersection of two (2) primary streets. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010)

11-6.2-3: PERMITTED USES:

All those uses which are permitted in the C-1 limited commercial district and the following:
Office uses:
   Animal hospitals; for care and treatment of domestic pets and animals only.
   Chamber of commerce.
   Chiropodists' offices.
   Chiropractors' offices.
   Dental laboratories.
   Dentists' offices.
   Doctors', surgeons' and/or physicians' offices.
   Labor union and organizations.
   Medical and dental clinics.
   Medical laboratories.
   Opticians' offices.
   Osteopaths' offices.
   Real estate offices.
   Secretarial services.
   Security and commodity brokers.
   Veterinary clinic; for care and treatment of domestic pets and animals only.
Retail uses:
   Appliance stores.
   Art supply stores.
   Auction rooms.
   Bakeries, in which the manufacture of goods is limited to goods retailed on the premises only.
   Bicycle sales and repair shops.
   Business machine sales and service.
   Camera and photographic supply stores.
   Candy and confectionery stores.
   Carpet and rug stores.
   Catering establishments.
   Dairy products stores.
   Delicatessens.
   Department stores.
   Drapery stores.
   Dry goods stores.
   Electrical and household appliance sales and service.
   Food stores, grocery stores, meat markets, fish markets.
   Frozen food stores, including locker rental in conjunction therewith.
   Furniture stores.
   Furriers.
   Garden supply and seed stores.
   Greenhouses and nurseries; retail sales.
   Haberdasheries.
   Hardware stores.
   Hearing aid sales and service.
   Hobby shops.
   Ice and milk sales.
   Leather goods and luggage stores.
   Linoleum and tile stores.
   Millinery shops.
   Musical instruments sales and repair.
   Notions stores.
   Office supply stores.
   Optician sales; retail.
   Paint and wallpaper stores.
   Pet stores.
   Phonograph record, tape, and sheet music store.
   Radio and television sales and service.
   School supply stores.
   Secondhand stores.
   Shoe stores.
   Sporting goods stores.
   Stationery stores.
   Toy stores.
Service uses:
   Automobile driving schools.
   Banks; not including drive-in.
   Dry cleaners and laundries.
   Financial institutions.
   Investment companies.
   Locksmith shops.
   Newspaper distribution agencies.
   Recording studios.
   Savings and loans, not including drive-in facilities.
   Shoe repair stores.
   Telegraph offices.
   Ticket agencies, amusement.

11-6.2-4: SPECIAL USES:

Special uses permitted within a C-1 limited commercial district and the following special uses may be permitted when authorized by the village board pursuant to the applicable provisions of this title:
   Planned unit developments.
Public and quasi-public uses:
   Fire stations.
   Police stations.
   Publicly owned water reservoir or storage and treatment facilities.
Residential uses:
   Hotels and motels.
   Mixed use commercial and residential buildings.
   Night watchman quarters.
Retail uses:
   Arcades.
   Banks, drive-through.
   Building materials sales including outdoor display of products.
   Cigar and tobacco stores.
   Currency exchanges.
   Drive-through services. Other facilities providing drive-through services.
   Package liquor sales.
   Pawnbrokers.
   Payday loan facilities.
   Restaurants, bars, taverns and cocktail lounges including the sale of alcohol.
   Restaurants, drive-in.
   Video gaming establishment.
Service uses:
   Auto accessory, including radios, telephones and windshields, sales, service and installation.
   Auto service station and limited auto repair, but not including body work or repair, painting or engine rebuilding.
   Automobile and truck repair and service.
   Automobile laundries, automatic and self-service.
   Automobile minimarket.
   Body art establishments.
   Funeral and undertaking establishments.
   Similar and compatible uses to those permitted in the C-2 district.

11-6.2-5: ACCESSORY USES:

The following accessory uses are permitted in the C-2 neighborhood commercial district as regulated by chapter 4 of this title:
   Electric vehicle charging stations.
   Parking lots and parking structures.
   Sales and service of alcoholic beverages, subject to the granting of a special use pursuant to the provisions of section 11-13-8 of this title, accessory to permitted retail uses and permitted recreational and social uses.
   Signs, as regulated by chapter 10 of this title.
   Tobacco sales accessory to a permitted retail use and subject to less than ten percent (10%) of the business’s floor area.
   Vending machines.
   Water retention and detention areas.
   Other uses normally and customarily accessory to the uses permitted in the C-2 neighborhood commercial district. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010; amd. Ord. 2019-44, 12-19-2019; Ord. 2025-7, 4-17-2025)

11-6.2-6: BULK REGULATIONS:

In the C-2 neighborhood commercial district, uses and structures shall conform to the following bulk regulations:
   A.   Minimum Lot Area: A minimum lot area is not required.
   B.   Minimum Yards: The following minimum yards shall be continuously provided and maintained:
      1.   Front Yard: Not less than seventy five feet (75').
      2.   Side Yard: A minimum side yard of ten feet (10') shall be required on each side of a lot, except that a corner side yard of not less than fifty feet (50').
      3.   Rear Yard: A rear yard of not less than twenty feet (20') shall be provided.
   C.   Building Height: Buildings greater than forty feet (40') in height shall require a special use permit pursuant to the requirements of section 11-13-8 of this title.
   D.   Additional Requirements:
      1.   Parking Requirements: There shall be provided a minimum parking ratio of not less than four and one-half (41/2) parking spaces per one thousand (1,000) square feet of net leasable area.
      2.   Easement:
         a.   Blanket cross easements shall be provided generally parallel to all interior property lines. Said easements are designed to allow effective cross access to adjoining similarly zoned properties without the necessity of entering upon the public streets.
         b.   Cross easements parallel to the front and rear yard shall be provided. Said easements shall not be within the required landscaped area.
         c.   Said cross easement shall be provided in a form acceptable to the village attorney. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010)

11-6.2-7: DISTRICT STANDARDS:

All of the property located in the C-2 district is subject to the general standards and regulations of this title. Property located in this district is also subject to the following standards:
   A.   Operation Within Enclosed Structures: Same as in the C-1 district.
   B.   Truck Parking: Same as in the C-1 district.
   C.   Landscaping Of Required Yards: Same as in the C-1 district.
   D.   Signs: Signs shall conform to the applicable requirements as set forth in chapter 10 of this title.
   E.   Fencing And Screening: Fencing and screening shall be provided and regulated in accordance with sections 11-4-5-6 and 11-4-10 of this title. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010)
   F.   Restrictions On Ingress And Egress: For new developments, all points of ingress and egress shall be submitted to the Streamwood planning and zoning board for review and approval. All applicants shall submit the following minimum data in support of their request: (Ord. 2009-34, 12-3-2009, eff. 1-1-2010; amd. Ord. 2015-9, 5-7-2015)
      1.   A detailed site plan for the development of the subject property including size and location of all proposed points of ingress and egress.
      2.   The location of all other curb cuts, traffic control devices and intersection improvements within two hundred fifty feet (250').
      3.   Existing and proposed topographic condition for all streets and rights of way at not greater than two foot (2') contour intervals within one hundred fifty feet (150') of each requested point of ingress and egress. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010)
      4.   Cross easement documents at such locations as required by the planning and zoning board and in a form acceptable to the village attorney. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010; amd. Ord. 2015-9, 5-7-2015)
   G.   Limitations On Warehousing: Warehousing and storage as an accessory use shall not exceed fifty percent (50%) of the floor area of any business.
   H.   Parking Requirements: Off street parking and loading berths shall be provided in accordance with chapter 9 of this title.
   I.   Signs: Signs shall conform to the applicable requirements of chapter 10 of this title.
   J.   Landscaping Requirements: Required yards of developed parcels shall be landscaped and unpaved except for necessary drives and walkways. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010)

11-6.3-1: PURPOSE AND POLICY:

The C-3 highway commercial district is designed to provide a wide variety of commercial facilities to serve the public both within as well as without the village limits. This district is intended to implement the village policy to "utilize and institutionalize the latest design standards and planning concepts in the development of new commercial areas". 11-6.3-2: DESCRIPTION:

The C-3 highway commercial district will usually be located on major arterials and will contain relatively large parcels. In most instances access to the parcels within the C-3 district will be limited and controlled; full access will normally be at signalized locations. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010)

11-6.3-3: PERMITTED USES:

All those uses permitted within C-1 limited commercial and C-2 neighborhood commercial districts and the following are permitted in the C-3 highway commercial district:
   Office uses:
      Home office operations.
      International business headquarters and offices.
      Regional sales offices.
   Public and quasi-public uses:
      Bus passenger stations.
   Recreational and social uses:
      Amusement parks; including permanent carnival, kiddie parks, golf driving ranges, pitch and putt or miniature golf courses, and other similar outdoor amusement facilities.
      Billiard and pool halls.
      Bowling alleys.
      Clubs, private (not profit).
      Dance halls.
      Gymnasiums, commercial.
      Health clubs.
      Lodges and fraternal organizations.
      Skating rinks, indoor.
      Swim clubs, swimming pools and buildings for indoor pools.
      Tennis clubs, tennis courts and buildings for indoor tennis.
      Theaters, indoor.
   Retail uses:
      Adult regulated uses.
      Automobile accessory stores.
      Automobile vehicle sales (new) and service, related and ancillary to the permitted vehicles sales.
      Boat and marine showrooms and sales.
      Building material supplies, sales, and service.
      Camper and recreational vehicle stores.
      Catalog stores.
      Farm supply stores.
      Furniture stores, including upholstering, repair, and cleaning.
      Furrier shops, including the incidental storage and conditioning of furs.
      Home supply centers.
      Live bait stores.
      Lumber companies and/or yards.
      Machinery sales.
      Mail order houses.
      Medical appliance stores.
      Men's, women's, and children's clothing.
      Newsstands.
      Plumbing and heating showrooms.
      Roofing sales and service.
      Swimming pool sales and service.
      Tombstone and monument sales.
      Trading stamp stores.
      Trailer sales and rentals.
   Service uses:
      Animal hospitals.
      Automobile rentals.
      Banks; with or without drive-in facilities.
      Blueprinting and photostating establishments.
      Clothes pressing establishments.
      Clothes rental agencies.
      Credit unions.
      Dry cleaners, drive-in.
      Equipment rental and leasing services.
      Furnace supplies and service.
      Furniture cleaning, repair, and upholstering service.
      Interior decorating studios.
      Lawn mower sales and repair.
      Linen, towels, diaper, and other similar supply services.
      News syndicates.
      Radio and television service and repair shops.
      Savings and loans, with or without drive-in facilities.
      Veterinary clinics.
      Water softener service.

11-6.3-4: SPECIAL USES:

All special uses permitted within C-1 limited commercial and C-2 neighborhood commercial district, except for mixed use residential and commercial buildings, and the following may be permitted as special uses when authorized by the village board of trustees pursuant to the applicable provisions of this title:
   Planned unit developments.
   Public and quasi-public uses:
   Fire stations.
   Police stations.
   Publicly owned water reservoir or storage and treatment facilities.
   Residential uses:
   Hotels and motels.
   Mobile home parks.
Retail uses:
   Adult-use cannabis dispensary.
   Mobile home sales.
   Motorcycle sales.
   Roadside stands, commercial.
   Snowmobile sales and service.
   Used car sales.
   Video gaming establishment.
Service uses:
   Automobile diagnostic centers and clinics.
   Automobile laundries.
   Automobile paint, undercoating and rustproofing establishments.
   Automobile service stations, also permitting the retail sale of merchandise or services not related to the maintenance, service or repair of motor vehicles.
   Automotive maintenance and repair facilities.
   Kennels.
   Parking lots and garages; other than accessory, for the storage of private passenger automobiles, and subject to the provisions of chapter 9 of this title.
   Towing services.
   Similar and compatible uses to those permitted in the C-3 district.

11-6.3-5: ACCESSORY USES:

The following accessory uses are permitted in the C-3 highway commercial district as regulated by section 11-4-4 of this title:
   Electric vehicle charging stations.
   Fences.
   Parking structures.
   Sales and service of alcoholic beverages, subject to the granting of a special use pursuant to the provisions of section 11-13-8 of this title, accessory to permitted retail uses and permitted recreational and social uses.
   Signs as regulated by chapter 10 of this title.
   Tobacco sales accessory to a permitted retail use and subject to less than ten percent (10%) of the business’s floor area.
   Vending machines.
   Water retention and detention areas. (Ord. 2009-34, 12-3-2009, eff. 1-1-2010; amd. Ord. 2019-44, 12-19-2019; Ord. 2025-7, 4-17-2025)

11-6.3-6: BULK REGULATIONS:

   A.   Front Yard:
      1.   There shall be a minimum front yard building setback of not less than one hundred feet (100').
      2.   There shall be a minimum front yard devoted entirely to landscaping of not less than twenty five feet (25').
   B.   Side Yard, Interior: No interior side yard building setback shall be required.
   C.   Corner Side Yard:
      1.   There shall be a minimum corner yard building setback of not less than fifty feet (50').
      2.   There shall be a minimum corner side yard devoted entirely to landscaping of not less than twenty five feet (25').
      3.   There shall be a minimum transitional side yard devoted entirely to landscaping of not less than twenty five feet (25').
   D.   Rear Yard:
      1.   Where the rear yard abuts a residential district, there shall be a rear yard devoted entirely to landscaping of not less than forty feet (40'). Said landscaped area shall include a berm not less than five feet by eight feet (5' x 8') at a rate of slope not in excess of two and five-tenths to one (2.5:1).
      2.   Where the rear yard abuts a commercial or industrial district, a rear yard devoted entirely to landscaping of not less than twenty feet (20') shall be required.
   E.   Maximum Building Height: No building or structure shall be erected or structurally altered to exceed forty five feet (45') in height.
   F.   Additional Requirements:
      1.   Parking Requirements:
         a.   There shall be provided a minimum parking ratio of not less than four and one-half (41/2) parking spaces per one thousand (1,000) square feet of net leasable area.
         b.   Exclusive of required yard landscaping, an area not less than equal to five percent (5%) of the parking lot shall be landscaped.
      2.   Easement:
         a.   Blanket cross easements shall be provided generally parallel to all interior property lines. Said easements are designed to allow effective cross access to adjoining similarly zoned properties without the necessity of entering upon the public streets.
         b.   Cross easements parallel to the front and rear yard shall be provided. Said easements shall not be within the required landscaped area.

11-6.3-7: DISTRICT STANDARDS:

All property located within the C-3 highway commercial district shall be subject to the following additional regulations: (Ord. 2009-34, 12-3-2009, eff. 1-1-2010)
   A.   Restrictions On Ingress And Egress: For all new developments, all points of ingress and egress shall be submitted to the Streamwood planning and zoning board for review and approval.    B.   Operations Within Enclosed Structures: All principal uses, both permitted and special, shall be conducted within enclosed structures. Display of products and parking are excepted.
   C.   Limitations On Warehousing: Warehousing and storage as an accessory use shall not exceed fifty percent (50%) of the floor area of any business.
   D.   Parking Requirements: Off street parking and loading berths shall be provided in accordance with chapter 9 of this title.
   E.   Signs: Signs shall conform to the applicable requirements of chapter 10 of this title.
   F.   Landscaping Requirements: Required yards of developed parcels shall be landscaped and unpaved except for necessary drives and walkways.
   G.   Adult Regulated Use Standards: Adult regulated uses shall comply with the following standards:
      1.   Advertisements, displays or other promotional materials, depicting or describing specified anatomical areas or specified sexual activities, or displaying instruments, devices or paraphernalia which are designed for use in connection with specified sexual activities shall not be shown or exhibited so as to be visible from other areas open to the general public.
      2.   All building openings, entries and windows for an adult regulated use shall be located, covered or screened in such a manner as to prevent a view into the interior of an adult regulated use from any area open to the general public.
      3.   All entrances to an adult regulated use shall be clearly and legibly posted by a notice indicating that minors are prohibited from entering the premises.
      4.   No loudspeakers or sound equipment shall be used by an adult regulated use for the amplification of sound to a level discernible by the public beyond the walls of the building in which the adult regulated use is conducted.
      5.   No residential structure or any other nonconforming structure shall be converted for use as an adult regulated use after enactment of the provisions of this subsection.
      6.   An on site security program, including required interior and exterior lighting plans, shall be prepared and implemented. The security program shall include the following:
         a.   The presence of an on site manager during all business hours.
         b.   All off street parking areas and building entries serving the adult regulated use shall be illuminated during all hours of operation with a lighting system designed to provide a minimum maintained horizontal illumination of greater than one foot- candle of light on the parking surface and/or walkway. In the event the adult regulated use shares its parking with other businesses, this requirement shall only apply within a radius of one hundred feet (100') from any entrance into the adult regulated use.
         c.   All interior portions of the adult regulated use, except those areas devoted to mini-motion or motion pictures, shall be illuminated during all hours of operation with a lighting system designed to provide a minimum maintained horizontal illumination of not less than two (2) foot-candles of light at the floor.
      7.   All exterior areas of adult regulated use businesses, including building, landscaping and parking areas, shall be maintained in a clean and orderly manner. Buildings and structures shall not be painted or surfaced with colors or textures or any design that would simulate a sign or advertising message.
      8.   An adult regulated use shall not remain open for business, or permit any employee to engage in a performance, solicit a performance, make a sale, solicit a sale, provide a service or solicit a service between the hours of twelve o'clock (12:00) midnight and eight o'clock (8:00) A.M. of any particular day.
