LPO-Limited Professional Office District

§ 27-1201. Intent.

   The intent of the LPO-Limited Professional Office District is to:
      A.   Support the formation and preservation of a quiet, compatible and uncongested environment for business and professional offices intermingled harmoniously with dwellings.
      B.   Encourage the preservation and reuse of existing buildings on Main Street, for business and professional offices, in order to maintain the unique visual character and streetscape.

§ 27-1202. Uses.

   1.   Permitted Uses.
      A.   Single-family detached dwelling (R1).
      B.   Two-family detached dwelling (duplex) (R2).
      C.   Single-family semi-detached dwelling (twin) (R4).
      D.   Dwelling on the second floor and above (C15)(R11).
      E.   Professional office or business office, on the second floor and above, in combination with a permitted retail use (C18).
      F.   Professional office, such as those for the practice of medicine or other health services, or for law, engineering, architecture or accounting (C19).
      G.   Instructional services (C20).
      H.   Business office, such as real estate, sales, travel agency, insurance sales, advertising, or retail copying and printing services (C21).
      I.   Municipal uses (IR7).
      J.   Residential accessory building (AC1).
      K.   Accessory no-impact home occupation (AC2).
   2.   Any of the following purposes when authorized as a special exception:
      A.   Conversion of a single-family detached dwelling (R6) to uses C2, C18, C19, C20 or C21.
   3.   Conditional Uses.
      A.   Bed and breakfast (C11).
      B.   Religious institutions and their ancillary uses (IR3).

§ 27-1203. Development Standards.

   1.   Minimum Lot Size:
      A.   Single-family detached dwelling: 8,400 square feet.
      B.   Single-family semi-detached dwelling: 5,000 square feet.
      C.   All other permitted uses: 8,400 square feet.
   2.   Minimum Lot Width.
      A.   Single-family detached building: 50 feet.
      B.   Semi-detached building: 30 feet.
   C,   All other permitted uses: 50 feet.
   3.   Front Yard.
      A.   In blocks where 70 percent or more of the existing buildings have established a uniform, standard front yard, the required front yard shall be no less than that uniform standard.
      B.   In blocks where less than 70 percent of the existing buildings have established a uniform, standard front yard, the required front yard shall be no less than the front yard established by the two immediately adjacent existing buildings, but not less than 15 feet.
      C.   For corner lots, the required front yard shall be the same as the front yard of the adjacent building but not less than 15 feet.
   4.   Side Yard Setback.
      A.   Eight feet minimum.
      B.   If there is only one side yard, it shall be a minimum of 10 feet.
      C.   For buildings situated on a corner, the side yard setback shall be the public sidewalk or 15 feet from the curbline of the public street, whichever is greater.
      D.   Every structure containing dwelling units shall have two side yards, each not less than 10 feet in width.
   5.   Rear Yard Setback. 25 feet.
   6.   Maximum Building Coverage. 40 percent.
   7.   Maximum Impervious Coverage. 75 percent.
   8.   Maximum Building Height.
      A.   Principal buildings: 40 feet or three stories.
      B.   Accessory buildings and structures: 14 feet.

§ 27-1204. General Requirements.

   1.   Public Utilities. All uses shall be served by public water and sewer facilities.
   2.   Parking.
      A.   All required off-street parking spaces shall be located to the rear of the structure occupying a lot.
      B.   Required off-street parking spaces may occupy the area comprising the rear yard but not within the minimum required side yard.
      C.   The edges of all parking areas shall be located at least 10 feet from all buildings and 15 feet from the nearest right-of-way line of adjacent streets or alleys.
      D.   Access driveways onto Main Street shall not be permitted except where the lot width is greater than 100 feet. If the lot width is greater than 100 feet, only one 20-foot wide access driveway from Main Street shall be permitted. The permitted access driveway may pass through a required side yard.
   3.   Accessory Buildings. All accessory buildings and structures must be located to the rear of the building line of the principal building on the lot.
   4.   Exterior Lighting. All exterior lighting shall be designed to prevent glare onto the street and adjacent properties.
   5.   Refuse Areas. The storage of refuse shall be provided inside the building(s) or within an outdoor area that shall be screened from the view of adjacent streets or residential districts by a landscape screen buffer and/or an opaque fence or wall 6 feet high.
   6.   Screening. A screening hedge planting or 6-foot high fence shall be provided between the parking lot of a nonresidential use and the side lot line of a residential use in accordance with § 27-1404.5.C of this Chapter.
   7.   Bonus Provisions for the Adaptive Re-use of Buildings. When a building or structure with frontage on Main Street is converted from a residential use to a C18, C19, C20 or C21as a principal use and is preserved and enhanced and/or the facade is maintained and enhanced, one or more of the following bonus provisions shall be permitted:
      A.   Maximum impervious coverage may be increased to 90 percent of the lot area.
      B.   Fifty percent of the required parking shall be on-site and the other 50 percent may be provided off-site within 500 feet of the lot.
      C.   Minimum lot size may reflect the lot size of the building at the time of conversion.
