Residential-B District

§ 27-901. Intent.

   The intent of the Residential-B District is to:
      A.   Provide reasonable standards for the development of appropriate medium density residential and limited commercial uses to serve the needs of Borough residents and workers.
      B.   Minimize the potential conflicts between the residential uses permitted in this district and the nonresidential uses both within and abutting the district.
      C.   Provide essentially a single-family dwelling unit neighborhood, while permitting multi-family housing, including rental units, as well as condominiums, townhouses or twins, and other smaller lot properties which afford the possibility of home ownership.

§ 27-902. Use Regulations.

   A building may be erected, altered or used, and a lot may be used or occupied, for any of the following purposes and no other:
      A.   Single-family detached dwelling (R1).
      B.   Two-family detached dwelling (duplex) (R2).
      C.   Single-family attached dwelling (townhouse) (R3) and semi-detached dwelling (twin) (R4).
      D.   Garden apartments and multiple dwellings (R5) (not-to-exceed three stories unless authorized as a special exception).
      E.   Accessory use on the same lot with and customarily incidental to any of the foregoing permitted uses (AC1).
      F.   No-impact home occupations (AC2).
      G.   Municipal uses (IR7).
      H.   Any of the following purposes when authorized as a special exception:
         (1)   Educational (IR1), religious (IR3), philanthropic use and halfway house, excluding correctional or penal institution (IR4).
         (2)   Passenger station for public transportation, any other public utility use directly related to and necessary for services within the Borough (IR5).
         (3)   Hospital, nursing home, sanitarium (IR6).
         (4)   Club, fraternity house or lodge, provided that the principal activity shall not be one which is customarily carried on as a business and provided that all services shall be for members and their guests only (IR8).
         (5)   Noncommercial park, athletic field, recreational use (IR12).
         (6)   Cemetery, provided that the parcel devoted to this use shall not be less than 2 acres (IR10).
         (7)   Public utility use (IR11).
      I.   Any of the following purposes when authorized as a conditional use:
         (1)   Community Center (IR9).

§ 27-903. Height Regulations.

   The maximum height of buildings and other structures erected or enlarged in this district shall be as herein described:
      A.   For any dwelling, 35 feet, not exceeding two and one-half stories.
      B.   For any building accessory to any dwelling use, 14 feet, not exceeding one story.
      C.   For any other nondwelling building or other structure, 35 feet, except that such height may be increased to a maximum of 65 feet or such increased height as may be warranted when approved by the Zoning Hearing Board for such structures as water towers, chimneys, stacks and radio antenna provided that for every foot of height in excess of 35 feet there shall be added to each yard requirements 1 corresponding foot of width or depth.

§ 27-904. Area, Width, Yard and Building Coverage Regulations.

   1.   Minimum Lot Area.
      A.   Single-family detached dwelling, 8,400 square feet.
      B.   Two-family detached (duplex), 9,500 square feet.
      C.   Single-family semi-detached (twin), 10,500 square feet.
      D.   Single-family attached (townhouse), 2,400 square feet.
      E.   Multiple-family dwelling (each family unit), 2,500 square feet.
      F.   Other uses when authorized as a special exception, 10,500 square feet.
   2.   Minimum Width at Building Line.
      A.   Single-family detached, 50 feet.
      B.   Two-family detached (duplex), 60 feet.
      C.   Single-family semi-detached (twin), 70 feet.
      D.   Single-family attached (townhouse), 24 feet.
      E.   Multiple-family dwelling, 60 feet.
   3.   Minimum Front Yard. Twenty feet.
   4.   Minimum Side Yards.
      A.   In the case of a detached dwelling or other permitted uses there shall be two side yards, the aggregate of which shall be not less than 14 feet and neither side yard shall be less than 6 feet.
      B.   In the case of semi-detached dwellings there shall be one side yard, the width of which shall not be less than 10 feet.
      C.   In the case of multiple dwellings there shall be two side yards, the aggregate of which shall be not less than 20 feet, and neither side yard shall be less than 8 feet.
   5.   Rear Yard Minimum. Twenty-five feet.
   6.   Building Coverage Maximum.
      A.   Single-family detached, 20 percent.
      B.   Two-family detached (duplex), 20 percent.
      C.   Single-family semi-detached (twin), 25 percent.
      D.   Single-family attached (townhouse), 40 percent.
      E.   Multiple-family dwelling, 25 percent.
   7.   Maximum Impervious Area Ratio.
      A.   Single-family detached, 30 percent.
      B.   Two-family detached (duplex), 30 percent.
      C.   Single-family semi-detached (twin), 40 percent.
      D.   Single-family attached (townhouse), 55 percent.
      E.   Multiple-family dwelling, 50 percent.
