ARTICLE VI

- MOBILE HOME AND MOBILE HOME PARK REGULATIONS

All mobile homes located within and outside of mobile home parks and all mobile home parks shall be governed by the regulations within this ordinance. Mobile homes and mobile home parks within the city shall be located in the appropriate districts.


Section 1. - Requirements for all mobile homes.

The following regulations apply to all mobile homes regardless of location.

VI.1.1 Foundations. All main buildings shall be placed on a properly engineered foundation which meets the manufacturer's installation requirements and applicable state and local requirements.

VI.1.2 Skirting. All mobile homes shall have exterior siding materials consisting of either wood, masonry, concrete, stucco, masonite, or metal lap. The exterior siding material shall extend to ground level, except that when a solid concrete or masonry perimeter foundation is used, the siding material need not extend below the top of the foundation. (This provision shall be complied with within 30 days of installation.)

VI.1.3 Unit orientation. The mobile home must be oriented on the lot so that its long axis is parallel with the street.

VI.1.4 Requirement for safety tie-downs. All manufactured homes shall be tied down in accordance to the table below unless the manufacturer's installation requirements call for more or the home is placed on a lot that is in or adjacent to a flood hazard area:

This table is based on a minimum working load per tie of 3,150 pounds with a 50 percent overload (4,725 pounds total).

a.

Multiple-wide manufactured homes shall only be required to have diagonal ties and anchors in accordance with the chart above unless the manufacturers installation instructions require more.

b.

Single-section manufactured homes shall have diagonal and vertical ties and anchors in accordance with the chart above unless manufacturer's instructions require more.

VI.1.5 Health; water and sewer system; regulations adopted. Prior to the allowance of permanent occupancy of a mobile home site within the City of Unadilla, such mobile homes shall be connected with an approved water source and an approved sewage disposal system in such a manner as to comply with the Georgia Department of Public Health and the Georgia Water Quality Control Board Regulations.

VI.1.6 Storage of mobile homes. The storage of any mobile home on a private lot, exclusive of a sales or manufacturer's lot, shall not exceed 60 days. The stored mobile unit shall be affixed with a permit provided by the administrative assistant. The owner or agent of said mobile home shall complete and file an affidavit with the administrative assistant indicating his/her knowledge of the terms of this regulation and his/her affirmation that said mobile home is not permanently occupied by himself/herself, member of his family, or other persons.

VI.1.7 Permits required for accessory structures. Accessory structures shall require a building permit.

VI.1.8 Compliance. Manufactured homes which are to be moved into the City of Unadilla or relocated within the city must comply with these provisions:

a.

No used manufactured home being moved into the incorporated areas of City of Unadilla or being relocated within the incorporated area of the city will be allowed to locate for permanent or temporary occupancy if said manufactured home is more than 12 years' old.

Exception: The process to request permission to place or relocate a manufactured home that is more than 12 years' old in the incorporated areas of the city is as follows:

a.

The applicant submits a request for a variance to the zoning administrator.

b.

The applicant pays a variance request/inspection fee of $75.00.

c.

The Dooly County/City of Unadilla building inspector performs an inspection of the mobile home to determine the home's compliance with state codes.

d.

After receiving a recommendation from the county building inspector, the city zoning board will consider the variance request and vote to either approve or deny the variance request.

Section 2. - Requirements for mobile home parks.

The following regulations pertain to mobile home parks as defined in article II of this ordinance.

VI.2.1 Site development plan. Complete site development plans of the proposed mobile home park must be submitted to the city council. Site development plans shall include at least the following items:

a.

A site plan at a scale no smaller than one inch equals 50 feet.

b.

The title under which the development is to be recorded, the legal description of the land to be developed, the name of the present owner, and the name and address of the technical author of the plan.

c.

All property lines and dimensions; the location and dimensions of each building and unit.

d.

The layout and location of off-street parking, total number of spaces, ingress and egress lanes, pedestrian ways, sidewalks, and curblines.

e.

The proposed method of water supply, sewage disposal, storm drainage, and other data as may be required by the planning commission to clearly indicate the general design of said utility services.

f.

All proposed uses of the property and buildings to be developed shall be indicated on the plan.

g.

Date, north point, and graphic scale.

VI.2.2 Expansion of existing mobile home parks. A person, firm, or corporation desiring to expand an existing mobile home park to include more homes or mobile park sites that [than] are accommodated within such a park at the time this regulation is adopted shall submit plans and specifications for such improvements to the city council for approval prior to initiating construction and improvements.

VI.2.3 Nonconforming mobile home parks. Any nonconforming mobile home park in the City of Unadilla which becomes vacant and remains unoccupied due to abandonment or discontinuance for a period of six months shall not begin new operations until the park is brought into full compliance with these regulations.

VI.2.4 Evidence of compliance. No mobile home shall be admitted to any mobile home park or allowed to be placed within the City of Unadilla for a period exceeding 48 hours unless it can be demonstrated that it meets the requirements of the HUD federal requirements for building construction.

VI.2.5 General development requirements for mobile home parks. Mobile home parks shall conform to the following general requirements.

a.

Minimum area: A mobile home park shall have as a minimum size two acres and shall front upon a highway or public street.

b.

Minimum number of spaces: A mobile home park shall have as a minimum four spaces prepared with all utilities in place prior to its approval for occupancy.

Setback: A mobile home park shall be designed so that mobile homes (and travel trailers, if permitted) and their accessory structures shall be a minimum distance of 15 feet from adjoining property lines, 20 feet from internal park streets and at least 30 feet from any publicly dedicated street.

2.

Access: The mobile home park shall front upon at least one publicly dedicated street. Each mobile home site and its parking area shall have direct access to the internal street system of the park.

3.

Streets: Streets within a mobile home park shall be either paved or graveled and shall be privately owned, constructed, and maintained. Such private streets shall be well drained, with a minimum width surface of 12 feet for one-way streets and 24 feet for two-way streets.

4.

Parking: Each mobile home stand shall be provided with a minimum of one off-street parking space. The front yard space for mobile homes may be used for the parking of motor vehicles; however, the side yard and rear yard space may not be used for parking areas.

5.

Density: A maximum of four mobile home stands per gross acre or 12 trailer (travel) stands per acre is allowed.

VI.2.5 [VI.2.6] Improvements required for mobile home stands. The following requirements must be in place prior to habitation of a mobile home park:

a.

Interior street access: Each stand shall be provided with access frontage of at least 25 feet for single-wide and 45 feet for double-wide.

b.

Electric power supply: Each stand shall be provided with a properly grounded waterproofed electrical receptacle with a minimum rated capacity of 150 amperes. A properly sized over current device shall be installed as a part of each power outlet.

c.

Stand identification: A property and street number designation or other appropriate number device properly identifying each mobile home stand shall be placed at the interior side lot line at a point ten to 15 feet from the interior road system of the park. Such device shall be a minimum of six inches in height.
