Off-Street Parking and Loading
§ 140-214 Off-street parking requirements.

At the time of the construction, enlargement, alteration or increase of capacity, or change in the use of any building, structure or property in the Township, there shall be provided approved and usable off-street parking spaces in accordance with the requirements of this article. All such parking shall be generally at grade and one level. No multilevel, underground, elevated or rooftop parking facilities shall be permitted, except as may be specifically provided for in this chapter.
§ 140-215 Parking space and loading space layout requirements.
A.
Parking facilities may be located in any yard area in all zones.
B.
No required off-street parking area shall be encroached upon by any buildings, open storage or any other uses other than the parking of motor vehicles.
C.
No parking space or aisle shall be located closer than 10 feet to any street line.
D.
No ingress or egress drive shall enter upon a public road or highway at a point closer than 50 feet to any street intersection or closer than 30 feet to any other property. These distances shall be measured between the curbline or the pavement edge nearest to the other drive or road in question.
E.
In the case of mixed or multiple uses on a single property, the total requirements for off-street parking spaces shall be the sum of the requirements of all the various uses computed separately.
F.
The interconnection of parking areas between abutting properties shall be encouraged. The parking areas of adjacent properties may be interconnected by not more than two driveways having a width of not less than 20 feet nor more than 30 feet.
G.
All parking areas and related access drives shall be adequately illuminated during all hours between sunset and sunrise when the use is in operation. All such illumination shall be adequately shielded in such a manner as to protect any residential properties from glare generated by the illumination.
H.
No lawn area, buffer strip or other unpaved area shall be used for the parking of motor vehicles except on an emergency basis. If the minimum required parking areas do not prove sufficient to accommodate all vehicles parking on a property such additional parking spaces shall be provided as to permit all vehicles to park on a paved area in accordance with the standards established in this section.
I.
Facilities that provide for the use, design or construction of a drive-through aisle for any type of customer service shall provide for a continuous bypass lane along the entire length of the drive-through aisle with a minimum width of 12 feet, such that any vehicle needing access past the drive-through aisle, whether in the drive-through aisle or otherwise, shall have such access.
J.
Facilities that provide for the use, design or construction of a drive-through aisle shall provide a drive-through aisle length which is able to stack a minimum of 10 standard length vehicles and which has a minimum stacking length from the first service on approach of 175 feet. Such a drive-through aisle shall not directly block or otherwise hinder access to and from parking spaces, loading zones, pedestrian building entries or refuse areas.
§ 140-216 Required off-street parking spaces.

B.
Large-size parking spaces shall be provided, in addition to the required number of loading spaces, for uses that require general employee or customer parking for large-size vehicles such as trucks or buses. The number of spaces shall be approved by the Board through the site plan process.
§ 140-217 Off-street loading requirements.
A.
For every building or structure erected and occupied for nonresidential use involved in the receipt and distribution by vehicles of materials, supplies or merchandise, there shall be provided and permanently maintained adequate spaces for standing, loading, and unloading services in order to avoid undue interference with on-site circulation in accordance with the following schedule:

B.
Wherever possible, access to truck loading spaces should be separated from access to automobile parking areas, particularly for any uses which require large volumes of trucking traffic.
C.
Loading spaces shall be separately distinguished from all drive aisles, refuse areas, parking spaces and pedestrian building access areas. No loading space shall be designed or constructed to share space with any other use on site.
§ 140-218 General requirements.
A.
In computing the number of required parking spaces, where fractional spaces result, the required number shall be construed to be the next highest whole number.
B.
Only directly accessible parking and loading spaces shall be counted toward compliance with this article. No parking spaces located within a garage with individual doors shall be counted.
C.
The minimum size of standard parking spaces shall be nine feet by 19 feet where spaces are provided with "looped" or "hairpin" stall markings, or 10 feet by 19 feet where spaces are provided with single-line stall markings. The minimum size of large vehicle parking spaces shall be 12 feet by 45 feet where the spaces are provided with "looped" or "hairpin" stall markings, or 13 feet by 45 feet where spaces are provided with single-line stall markings. Looped or hairpin markings shall provide that the center line of the loop or hairpin shall be a minimum of four inches on-center to either inside edge of the loop or hairpin marking.
D.
Required off-street loading spaces and access drives shall be paved, drained and located in accordance with the requirements established in § 140-234 herein.
E.
Where the total number of off-street parking spaces required may not be immediately required for a particular use, a staged development plan may be permitted which requires that only a portion of the parking area subject to the following regulations:
(1)
The site plan shall clearly indicate both that portion of the parking area to be initially paved and the total parking needed to provide the number of spaces required.
(2)
The site plan shall provide for adequate drainage of both the partial and total parking areas.
(3)
The portion of the parking area not to be paved initially shall be landscaped.
(4)
Any change in occupancy on a site for which the Planning Board may have approved a partial paving of off-street parking areas shall result in the termination of the staged development plan except that, where the new use requires a number of parking spaces equal to or fewer than are provided on the site, the staged development plan shall automatically be continued.
F.
Off-street parking spaces, together with appropriate access thereto, shall be provided on the same lot as the building it is intended to serve, except as otherwise herein permitted.
(1)
Joint parking facilities. The off-street parking requirements for two or more nonresidential neighboring uses of the same or different types located on the same lot or on contiguous lots and within the same zoning district may be satisfied by the allocation of the required number of spaces for each use in a common parking facility, provided that the number of off-street parking spaces is not less than the sum of individual requirements, and provided, further, that there be compliance with all other provisions of these regulations.
(2)
Sharing of parking facilities. Off-street parking facilities for one use shall not be considered as providing the required facilities for any other use; provided, however, that 1/2 of the off-street parking space required by any use whose peak attendance will be at night or on Sundays, such as places of worship, theaters and assembly halls, may be assigned to a use which will be closed at night or on Sundays.
G.
Handicapped parking shall be provided for all nonresidential use in accordance with all municipal, state and federal ordinances, laws and regulations.
